About The Position

This position ensures FDOT can effectively plan, manage, and use its federal transportation funds. It leads the development and monthly updates of the statewide Obligation Authority (OA) plan, tracks federal fund usage, and coordinates with districts so projects are scheduled and funded on time. It manages Advance Construction (AC) projects, supports federal program administration, reconciles federal financial systems, and oversees the processing of Federal Authorization Requests. The role helps maintain compliance with federal requirements, improves financial processes, supports automation efforts, and provides training and technical assistance statewide. By doing this, the position protects FDOT’s federal funding, strengthens financial accuracy and accountability, and ensures transportation projects can move forward efficiently.

Requirements

  • Knowledge of:
  • Work Program programming conventions and applicable federal and state laws, rules, regulations, and guidelines related to qualifying projects for federal funding.
  • Computer software including Microsoft Office (Word, Excel, PowerPoint, Outlook) and Electronic Document Management Systems (EDMS).
  • Large databases, complex financial models, and spreadsheets.
  • State and federal legislative processes.
  • Skills in:
  • Interpreting state and federal regulations and department policy, and developing and implementing guidance.
  • Public speaking and developing presentations to communicate complex concepts.

  • Minimum Qualifications:
  • Ten years of professional work experience in Financial Analysis, Finance, Economics, Public Administration, Business Administration, Policy Analysis, Financial Modeling, Accounting, Statistics, Transportation Financial Analysis, or Work Program. Post-secondary education may substitute on a year-for-year basis for the required experience.

Responsibilities

  • Serve as the lead worker for the preparation and monthly updates of the annual plan for use of the federal Obligation Authority (OA) and the related federal funds. Prepare monthly reports on OA usage (planned and actual) for executive management. Coordinate with district staff to ensure orderly integration of project schedule into the development and updating of the OA plan. Develop proposals for enhancing the accuracy, timeliness and automation of OA Plan financial model.
  • Prepares and updates, monthly, the Advance Construction (AC) component of the OA Plan. Maintain and update, monthly, the inventory of AC projects eligible for future conversion to federal funds. Periodically prepare schedules of AC projects to convert to federal funds. Coordinate AC conversions with the Office of Comptroller to ensure consistency with federal billing cycles, and to ensure integration of AC conversions with the Department’s Cash Forecast and Finance Plans.
  • Perform daily fund and project analysis to include posting new apportionments, allocations and OA, and accounting for all federal aid project approvals by FHWA. Provide comparison of fund balances in FHWA’s Fiscal Information Management System (FMIS) and the Department’s Federal Aid Management System (FMAS), identification and resolution of all dollar differences between these systems.
  • Support lead staff responsible for the Federal Lands Program and other statewide managed programs as directed by the Manager of the FAMO. This includes input on project selection and coordination of project agreements with other agencies. Coordinate the processing of FARs with FMAO staff and monitor the status of projects in the Federal Lands Access Program.
  • Support lead staff responsible for the coordination for Discretionary/Demonstration/ Earmark projects and processes. Monitor projects statewide that have been earmarked by Congress or awarded through specific discretionary grant solicitation process. Disseminate information to District and Central Office staff members on funded projects by providing them relevant information to program projects in the Work Program. Develop reports and other materials to provide project information, expiration of funds and status of programming. Coordinate the creation of new fund codes and distribution areas for projects and programs. Identify opportunities to repurpose funds in accordance with requirements.
  • Support lead staff responsible for the coordination of transfers of federal aid funds to Federal Transit Administration (FTA) and/or other agencies or to other categories of federal funds. This includes coordinating with District Federal Aid Coordinators on the quarterly transfer requests, preparation and submission to the FHWA Division Office of the appropriate transfer forms, monitoring the FHWA status of the transfer request and notifying appropriate staff when transfers are complete. Once the transfers are complete, monitor the status of transferred funds to ensure proper procedures to ensure transferred funds are correctly reported in the State Transportation Improvement Plan for FTA related transfers.
  • Support lead staff responsible for monitoring toll credits, transaction, and balances. Review the processing of nightly batch files of previous days’ transaction and ensure department and FHWA systems are properly updated. Communicate and resolve reconciling discrepancies
  • Support staff responsible for transmitting properly prepared FARs to FHWA for approval. This includes providing guidance, training, and instruction to Central Office and District Federal Aid Coordinators in mastering the preparation of FARs. Provide technical assistance and advisory assistance to Central Office and originators of FARs, conducting quality assurance and quality control reviews to assess accuracy and compliance prior to submitting the FARs to FHWA.
  • Develop and update Work Program instructions for federal aid funded projects, federal aid technical bulletins, and other guidance regarding the various federal aid programs. Review and develop departmental processes and procedures and assess impacts to federal aid funded projects. Develop and update desk procedures for FAMO staff for continuity of operations and accuracy in processes. Provide training to Central Office and District staff on matters pertaining to the administration of the Federal aid Highway Program and processing Federal Authorization Requests (FARs). Develop frameworks, training and instructions to facilitate compliance with federal laws, rules, regulations, policies and procedures. Identify opportunities to utilize automated systems to increase efficiency with processes and reporting needs.
  • Provide technical assistance in the department’s Federal Authorization Management System (FAMS) and/or FHWA’s Fiscal Management Information System (FMIS) relating to technical problem identification and resolution and/or system enhancement, including user testing, training, and other related tasks. Identify federal aid processes where Electronic Document Management System (EDMS) tools can be implemented to increase efficiency of operations.
