About The Position

This Project Manager position offers the opportunity to lead high-visibility DoD modernization programs supporting national security objectives. The successful candidate will work with cutting-edge electronic security systems and communication technologies while managing complex, multi-million dollar projects for Air Force, Army, and Navy customers. Requirements

  • Bachelor's degree in Engineering, Business Administration, Project Management, or related technical field
  • Project Management Professional (PMP) certification (active and current or ability to recertify)
  • Minimum 10+ years of project management experience, with at least 5 years supporting DoD or federal government contracts
  • Proven experience managing USACE programs or IDIQ/MATOC contract vehicles for U.S. DoD customers
  • Demonstrated experience with Electronic Security Systems (ESS), Communications and Force Protection programs
  • Track record of successfully managing multiple concurrent projects with each budget exceeding $5M
  • Experience with site surveys, technical requirements development, and design package development
  • Proven ability to lead cross-functional teams in CONUS and OCONUS environments
  • Expert knowledge of PMI standard practices and methodologies
  • Proficiency with Project Management tools (MS Project, Primavera, or equivalent)
  • Strong understanding of System Development Life Cycle (SDLC) phases
  • Experience with Earned Value Management System (EVMS) tools and methodologies
  • Knowledge of ERP (Enterprise Resource Planning) and MRP (Material Requirements Planning) systems
  • Familiarity with government contracting processes, RFP responses, and proposal development
  • Active Secret (or higher) security clearance (required)
  • Ability to maintain clearance eligibility throughout employment
  • Willingness to undergo additional background investigations as required by contract
  • Strong influencing and stakeholder management skills
  • Excellent executive-level communication skills (verbal and written)
  • Ability to develop and maintain strategic partnerships with key stakeholders and customers
  • Proven ability to achieve business outcomes and stakeholder satisfaction
  • Strong leadership capabilities with experience directing project teams
  • Ability to work independently and collaboratively in fast-paced environments
  • Ability to travel up to 25-50% CONUS and OCONUS as required by project demands
  • Ability to conduct site surveys at military installations, embassies, and secure facilities
  • Occasional work in challenging environments (construction sites, secure facilities, remote locations)
  • Ability to work extended hours as required to meet project deadlines and customer requirements

Responsibilities

  • Lead cross-functional teams nationally and internationally in support of USACE ESS programs and DoD modernization initiatives
  • Review Requests for Proposals (RFPs) and develop comprehensive statements of work and project plans
  • Define project scope, schedule, and budget while identifying required resources and dependencies
  • Monitor and manage project production for compliance with schedule, budget, and quality objectives
  • Oversee analysis, design, execution, and support of all assigned projects, including resource planning, team selection, risk assessment, and budget management
  • Effectively manage multiple concurrent running projects utilizing PMI standard practices and Earned Value Management System (EVMS) tools
  • Develop, manage, and maintain project level client communications management plans
  • Review and oversee client changes required and progress toward those changes
  • Ensure complete, end-to-end testing and client signoff for test success prior to all go-live, cutover, migration, and other live activities
  • Develop and maintain strong working relationships and strategic partnerships with key stakeholders/customers to maximize program effectiveness
  • Direct overall efforts to modernize United States Air Force, Army, Marine, Navy and Space Force Electronic Security Systems (ESS) and Communications Systems
  • Develop and implement best practices in project management and technical security installations
  • Conduct site surveys, develop requirements, scope of work, and assist in developing design packages
  • Interface with engineering departments to verify or correct issues with blueprints and installation guides
  • Ensure overall success of project activities in line with Program Mission
  • Coordinate and work with government personnel daily to achieve business outcomes and stakeholder satisfaction
  • Quantify project risks and develop mitigation strategies
  • Uncover and take effective actions on hidden problems and risks
  • Practice integrated change control and acquisition management
  • Ensure all business needs are met through review of trends and processes
  • Manage sub-contractors to ensure customer and company expectations are met
  • Effectively resolve performance and interpersonal conflicts and customer or vendor issues
