About The Position

Hillis-Carnes Engineering Associates is seeking a senior-level Environmental Operations Manager to join our Leesburg, VA office. This is a unique professional growth opportunity to work closely with the office founder and team, supporting a seamless transition of management and technical responsibilities to the applicant. Ultimately the applicant would manage the office and clients for this HCEA location that provides a broad range of environmental characterization, risk assessment, compliance and remedial design and implementation services.

Requirements

  • Bachelor's degree in Environmental Science, Geology, Hydrogeology, or Environmental Engineering.
  • 15+ years of experience in environmental consulting services that focuses on characterization and remediation.
  • Experience with Virginia's Voluntary Remediation Program (VRP) and Maryland's Voluntary Cleanup Program (VCP).
  • Strong leadership, management, and business development skills, with potential for future advancement.

Nice To Haves

  • Master's Degree in Environmental Sciences or Geology is preferred.
  • Certified Hazardous Materials Manager (CHMM), REM Certification, CPG or PE licensure preferred (or actively pursuing licensure).

Responsibilities

  • Serve as the Operations Manager and mentor to several other Environmental Professionals.
  • Lead the technical execution of all environmental service areas.
  • Evaluate geologic site conditions impacted by a broad range of contaminants and prepare and review characterization and risk assessment reports.
  • Prepare remedial design reports and plans to address residual, dissolved, immiscible and vapor contamination and reduce risks to onsite and offsite receptors.
  • Coordinate and manage a multidisciplinary team to upgrade bulk fuel facilities and provide all required environmental services. Coordination could include hiring other design professionals as subconsultants and/or also working with existing HCEA professional staff.
  • Prepare and final review technical characterization, risk assessment and remediation reports.
  • Manage and develop client relationships while expanding professional networks.
  • Assist with project management, budgeting, and regulatory compliance.
  • Work toward a future leadership role, with potential advancement to firmwide Director of Environmental Services covering all 20 office locations.
