About The Position

Performs professional unlicensed supervisory level Engineering Design or Project Management work in designing and preparing plans, specification and engineering cost estimates for the construction, operation and/or maintenance of municipal projects. MINIMUM QUALIFICATIONS A Bachelor's degree with a major in Engineering; and Four years of experience in planning, developing, implementing, designing, computer modeling, or inspecting engineering projects. Or An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

Requirements

  • Knowledge of engineering principles, practices, and methods for assigned functional area.
  • Knowledge of engineering design criteria, standards, and applicable permit requirements.
  • Knowledge of construction standards, methods, materials, and inspection techniques.
  • Knowledge of field testing, sampling and investigative techniques and procedures.
  • Knowledge of applicable federal, stateand local laws, ordinances, regulations and policies.
  • Knowledge of testing and monitoring devices and techniques.
  • Knowledge of environmental regulations and requirements.
  • Knowledge of health and safety standards and procedures.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to organize, analyze, interpret, and evaluate engineering problems and provide practical, cost-effective solutions.
  • Ability to read and interpret engineering drawings, specifications and contract documents.
  • Ability to perform engineering calculations.

Responsibilities

  • Manages infrastructure planning and development of design, construction, operations, and maintenance of public works or developer projects.
  • Evaluates consultant engineering proposals and assists in the consultant selection process.
  • Resolves conflict and ensure compliance with regulations.
  • Performs cost analysis and feasibility studies.
  • Plans, researches, and conducts environmental and mapping surveys.
  • Supervises the work of professional and technical subordinate staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Manages environmental engineering reviews of permit applications.
  • Develops project scope; reviews and approves plans.
  • Serves as a consultant during project construction phases.
  • Prepares periodic and special reports based on findings from research, studies and surveys.
  • Makes recommendations based on findings and drafts ordinances and resolutions and submits for approval.
  • Performs other related duties as required.
