About The Position

The Engineering Field Technician performs a combination of field and office work to ensure that public infrastructure projects, private development activities, and other work in or impacting public rights-of-ways and easements is in compliance with applicable regulations, standards, and best practices. Work primarily involves but is not limited to transportation systems; including streets, sidewalks, curb and gutter, and traffic control devices; utility systems including water transmission and distribution, wastewater collection and conveyance; and stormwater management facilities. Represents the interests of the City as the key point of contact for contractors, the public, and City staff for ongoing project and construction activities oversight. A Senior Engineering Field Technician will also handle high complexity projects and multiple stakeholders, often for projects with high visibility and/or significant community impact.

Requirements

Minimum of Five (5) years of progressively responsible experience in inspection, construction, or maintenance of municipal infrastructure, or a closely related field, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.
High school diploma or equivalent.
Understanding and knowledge of applicable regulations and standards related to construction.
Knowledge of construction materials, methods, and equipment; knowledge of inspection and testing principles, procedures, and equipment.
Ability to read and interpret construction plans, specifications, surveys documents, plats, and related documents.
Understanding of principles related to operation of utility and transportation systems.
Knowledge of safety equipment and practices.
Computer skills including ability to utilize engineering and construction software and standard office applications.
Ability to work independently and exercise sound judgement.
Ability to solve problems independently and as part of a team.
Strong verbal and written communication skills, including the ability communicate effectively during difficult situations.
Ability to establish and maintain working relationships with staff, contractors, and the public.
Colorado Class “R” driver’s license and acceptable driving record.
Safety training including traffic safety, confined space, excavation safety, and construction site safety, or ability to complete within three months.
Minimum of seven (7) years of progressively responsible experience in inspection, construction, or maintenance of municipal utility and transportation infrastructure, or a closely related field, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.
Demonstrated experience with high complexity development projects such as residential and commercial subdivision construction, residential and commercial PUD inspection and phasing coordination, regional utility plan coordination, major road construction, large-scale industrial developments or similar.

Nice To Haves

Two (2) years of college or technical school with major course work in civil engineering or related area.
Advanced knowledge of regulations and specifications including the Manual on Uniform Traffic Control Devices and Americans with Disabilities Act: certification as a traffic control technician or traffic control supervisor; certification as a water distribution and or wastewater collections system operator; certification in backflow prevention.
Experience with permitting processes and software.
Associate degree or technical school certification with major course work in civil engineering or related area.
Knowledge of regulations and specifications including the Manual on Uniform Traffic Control Devices and Americans with Disabilities Act: certification as a water distribution and or wastewater collections system operator; certification in backflow prevention.
Experience with permitting, certification of occupancy processes and software.

Responsibilities

Reviews construction plans, permit applications, and related documents to ensure compliance with relevant codes and standards
Performs field inspections of work in and impacting public rights-of-way and easements conducted by private contractors, utility companies, and the public
Provides field inspection and supports project management of City capital and maintenance project
Provides general construction and infrastructure related support to City staff, developers, contractors, and the public
Provides routine to complex technical staff assistance on engineering projects
Conducts initial review and provides recommendations on Right-of-Way, Stormwater, Utility, and Grading permit applications
Observes traffic control plans and devices to protect the safety and convenience of the travelling public
Oversees the work of contractors, consultants, and vendors providing inspection and testing services
Facilitates pre-construction meetings for small and large scale civil development projects
Identifies improvements to work processes and procedures and works with other Public Works staff to implement them
Supports Engineering staff with expertise on construction materials, means and methods
Provides training, support and mentoring to other Engineering Field Technicians
Serves as Project Manager for Low to Medium Complexity projects and programs
Works with state and county officials, other municipalities, and non-governmental organizations on joint projects and/or cross-jurisdictional issues.
