About The Position

The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families. NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Capital Programs, Recovery & Resilience and Comprehensive Modernization departments. This includes a $4.5 billion capital program, one of the largest in NY State. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems. A&CM's Quality Assurance Vertical supports business functions across A&CM to strengthen internal and contractor compliance with policies and procedures, municipal, State and federal regulations, and contract specifications, related to capital projects. The department has teams specifically focused on safety, environmental compliance, quality, value for money, and compliance and audit coordination, that use a combination of documentation review and approval, field inspections, and oversight of specialized consultants, to assure compliance, recommend improvements for specific projects, test processes and systems, and provide strategic guidance to improve performance. The Engineering Audit Department of Quality Assurance performs independent reviews of payment requests for New York City funded construction and construction-related work through field and desk audits.

Requirements

  • Six years of full-time paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction, one year of which must have been in a supervisory capacity; or
  • Four years of experience, as described in "1" above, at least one year of which must have been in a supervisory capacity, plus two years of education in an accredited college or technical school in subjects directly related to "1" above, or education toward a baccalaureate degree in Engineering, Architecture, or Engineering Technology; or
  • At least one year of experience, as described in "1" above, which must have been in a supervisory capacity, plus completion of an approved five year apprenticeship program in housing construction inspection; or
  • Completion of three years of apprenticeship in housing construction inspection plus either three years experience as described in "1" above, one year of which must have been in a supervisory capacity, or one year of experience as described in "1" above, which must have been in a supervisory capacity and two years of education as described in "2" above; or
  • Education and/or experience which is equivalent to "1", "2", "3", or "4" above.
  • All candidates must have at least one year of experience as described in "1" above, which must have been in a supervisory capacity.

Nice To Haves

  • Candidates with permanent civil service status in the titles of Civil Engineer, Architect L2 and Construction Project Manager will also be considered.

Responsibilities

  • Conduct reviews of very large and/or highly complex construction projects involving multiple contractors, trades, and payment structures.
  • Perform field visits to physically evaluate the quality and progress of work to confirm that work performed is compliant with contract specifications and the contractors’ billed amounts are warranted.
  • Identify defects in materials/workmanship and hazardous conditions.
  • Audit documentation from contractors to ensure that sufficient supporting documentation and all required documents have been provided prior to the approval of payment requests.
  • Schedule and attend meetings with stakeholders to resolve payment and change order related issues.
