About The Position

Bellese is a mission-driven Digital Services Company focused on pioneering innovative technology solutions in civic healthcare to make a meaningful impact on public health outcomes. They use service design to understand the healthcare journey for various stakeholders and build solutions that reduce confusion, provide clarity, support decision-making, and streamline processes to improve patient care and reduce costs. The team, HQR, maintains and improves software at the Centers for Medicare and Medicaid Services (CMS) for the Hospital Quality Reporting program, aiming to modernize systems, reduce provider burden, and minimize costs through HCD, Service design practices, product thinking, and skilled engineering. As a Senior Engineer, you will contribute significantly to project and product success, demonstrating specialized skills in relevant technologies. You will accurately scope, estimate, design, and deliver medium-to-large features while actively reducing technical debt. You are expected to proactively support and collaborate with team members, fostering a positive environment, and adhere to established team processes for reliable feature delivery.

Requirements

  • US Residency for at least the past 3 years
  • Able to meet the requirements to hold a position of Public Trust, including successful completion of a US Government background investigation
  • Bachelor’s degree or equivalent and 8+ years of development experience
  • Experience with GoLang, Python, Angular or TypeScript, and Java (at least 3)
  • Cloud experience, preferably AWS
  • Experience in Agile development methodology
  • Experience with Infrastructure as Code, preferably Terraform
  • Experience with fully automated CI/CD pipelines from commit through production deployment
  • Strong relational database experience such as PostgreSQL
  • Experience working with HL7 FHIR standards, including resources, profiles, and implementation guides
  • Experience building or integrating RESTful APIs aligned to FHIR specifications
  • Familiarity with FHIR R4 and healthcare interoperability patterns
  • Experience working with healthcare data formats such as QRDA, C-CDA, or claims data
  • Understanding of digital quality measurement concepts, including eCQM and dQM
  • Experience with Clinical Quality Language (CQL) or exposure to measure logic execution
  • Experience working with FHIR servers such as HAPI FHIR or similar platforms
  • Experience designing or consuming FHIR resources such as Measure, MeasureReport, Patient, Encounter, and Observation
  • Understanding of data validation, data quality, and regulatory reporting constraints in healthcare systems

  • Experience with AWS ECS Fargate, AWS RDS, AWS S3
  • Experience with Jenkins or similar CI/CD tools
  • Experience with Databricks or modern data platforms

Responsibilities

  • Work closely with teammates, external teams, and client stakeholders to ensure quality considerations are integrated at every stage of the SDLC.
  • Develop comprehensive test plans, test cases, and relevant documentation that align with software specifications and user requirements to ensure thorough testing of features and functionalities.
  • Utilize bug-tracking tools to document, prioritize, and track defects. Facilitate communication across teams to ensure timely and effective issue resolution.
  • Establish and enforce standards and best practices. Track metrics to assess the quality of the software throughout the SDLC.
  • Focus on increasing test coverage, speed, and accuracy to support continuous integration and deployment pipelines.
  • Continuously evaluate and recommend new QA tools, frameworks, and techniques, driving innovation and staying up-to-date with industry trends and best practices.
  • Ensure testing procedures comply with industry standards and regulatory requirements, preparing documentation for audit purposes.
  • Implement and conduct performance and security testing following best practices and business requirements.
