Under the direction of the Supervising Engineer, Water Resources, the incumbent must exercise competent independent judgment, analyze situations accurately and take effective action, establish and maintain cooperative relations with other agencies, represent the Department of Water Resources at meetings and hearings of a sensitive nature, assist higher level management in administrative issues, and effectively contribute to DWR's objectives and its professional stature. Develop and supervise a team of engineers and oversee the work of technical experts performing hydraulic, hydrologic, and geotechnical evaluations and inspections of the flood protection system. Perform supervisory functions relating to personnel actions and meeting DWR Equal Employment Opportunity goals and training. Take actions on hires, transfers, promotions, performance evaluations, Appraisal and Developments, and disciplinary actions. Plan, lead, organize, and control staff activities on multiple programs within the unit. Evaluate staff performance and take appropriate actions in improving performance as necessary. Must be able to serve in one of the sections as established in the Incident Command System to assist DWR in performing its emergency preparedness, response, recovery, and mitigation functions.
