About The Position

The Senior Engineer (Transportation & Stormwater) is a senior-level professional engineering position responsible for planning, managing, and implementing the City's Traffic Operations Program, NPDES MS4 Program, Community Rating System (CRS) Program, and transportation and stormwater planning initiatives. This position leads the development and implementation of the Transportation and Stormwater Capital Improvement Programs (CIPs). The Senior Engineer provides technical leadership and administrative oversight for key infrastructure planning and operations and serves as a primary liaison between the City, consultants, regulatory agencies, contractors, and the community to ensure safe, compliant, and sustainable infrastructure systems. This position requires advanced knowledge of civil and transportation engineering principles, stormwater hydrology and hydraulics, and infrastructure systems, as well as strong leadership and project management skills including budgeting, scheduling, team oversight, and contract administration, and a commitment to providing excellent customer service to the community. Work is performed under the general direction of the Public Works Director and is carried out with significant independent judgment and initiative.

Requirements

Thorough understanding of civil, transportation, and stormwater engineering principles.
Proficient in roadway design, traffic signal systems, stormwater hydrology/hydraulics, floodplain management, and low-impact development (LID) design.
In-depth knowledge of relevant codes and standards: FDOT Design Manual, FDOT Green Book AASHTO Geometric Design Guidelines MUTCD standards EPA, FDEP, and SJRWMD stormwater permitting requirements FEMA CRS program requirements NPDES MS4 regulations
Knowledge of federal, state, and local environmental, traffic, and public works regulations. Ability to interpret and enforce codes, ordinances, policies, and permit conditions.
Familiarity with grant programs and funding mechanisms related to transportation and stormwater improvements.
Ability to plan, manage, and deliver large-scale CIP projects from concept to completion. Skilled in contract management, procurement processes, budget oversight, and scheduling.
Strong team leadership and supervisory skills, including mentoring, performance evaluation, and conflict resolution. Capacity to manage interdepartmental and interagency coordination.
Ability to analyze and interpret complex engineering reports, modeling outputs, and geotechnical data. Skilled in developing cost-effective solutions for traffic congestion, flooding, and infrastructure deterioration.
Competency in evaluating traffic impacts, stormwater drainage capacity, and utility conflicts.
Strong technical writing skills for reports, specifications, grants, and correspondence. Effective verbal communication skills for public meetings, stakeholder coordination, and conflict negotiation.
Ability to communicate technical concepts clearly to both technical and non-technical audiences.
Proficiency in the following applications: AutoCAD Civil 3D (design and drafting) ESRI ArcGIS (mapping, analysis, asset management) Synchro, VISSIM (traffic modeling and simulation) ICPR, SWMM, HEC-RAS, PONDS, MODRET (stormwater modeling) MS Office Suite (Outlook, Word, Excel, PowerPoint, Project) Asset Management software (Brigthly, Tyler Logistics, Cityworks, Cartegraph) – Preferred Project tracking and document management tools (e-Builder, ProjectDox) – Preferred
Competency in using engineering survey equipment (levels, measuring wheels, GPS units). Competency in using field inspection equipment (flow meters, turbidity meters).
Using personal protective equipment (PPE) for field visits (hard hats, vests, boots). Operating city vehicle for site inspections and field work.
Managing sensitive infrastructure data responsibly and ethically. Committing to data security, confidentiality, and compliance with public records laws. Keeping current with emerging technologies, engineering trends, and industry standards. Proactively identifying and implementing process improvements.
Bachelor's degree in Civil Engineering or a closely related field is required.
Minimum of seven (7) years of progressively responsible experience in transportation and stormwater engineering, with at least three (3) years in a supervisory or project management role is required.
Professional Engineer (P.E.) license in the State of Florida is required.
Certified Floodplain Manager (CFM) certification, or ability to obtain within 12 months, is required.
Must possess a valid State of Florida driver's license.

Nice To Haves

Professional Traffic Operations Engineer (PTOE) certification is preferred.
Master's degree in Civil Engineering or a closely related field is preferred.
Municipal government experience is strongly preferred.

Responsibilities

Lead and manage the Traffic Operations Program, ensuring efficient and safe mobility through traffic signal optimization, signage, pavement markings, and intelligent transportation systems (ITS).
Administer the City's NPDES MS4 Program, ensuring compliance with regulatory reporting, stormwater inspections, public education requirements, and pollution prevention.
Manage the City's participation in the FEMA Community Rating System (CRS) to maintain or improve flood insurance discounts through compliance with stormwater and floodplain best practices.
Coordinate transportation and stormwater planning efforts, including multimodal transportation planning, stormwater master planning, and long-term infrastructure investment strategies to support long-term development and sustainability.
Plan, budget, design, and manage the implementation of all Transportation and Stormwater Capital Improvement Program (CIP) projects, from concept through construction and close-out.
Lead procurement and contract management activities related to engineering design, surveying, geotechnical, environmental assessments, and construction. Ensure projects are completed on time, within budget, and in compliance with City, FDOT, FDEP, FEMA, and federal standards.
Coordinate permitting, utility conflict resolution, and interagency collaboration.
Review development proposals, engineering designs, traffic impact analyses, stormwater modeling, and construction documents for compliance with City, FDOT, FDEP, FEMA, and EPA standards.
Develop and maintain City design standards and technical specifications related to transportation and stormwater infrastructure.
Provide technical guidance in resolving engineering issues related to traffic operations, drainage, flooding, and roadway performance.
Prepare reports, operational plans, grant applications, and presentations for the Public Works Director / City Engineer, City Administrator, and elected officials as required.
Directly supervise the Transportation Coordinator, Traffic Operations Manager, and NPDES MS4 Inspectors, providing leadership, mentorship, and performance management. Coordinate cross-functional work among technical and field staff to align with department objectives.
Oversee task assignments, project scheduling, workload balancing, and professional development. Foster a culture of innovation, collaboration, continuous improvement, regulatory excellence, and responsive customer service.
Collaborate with Emergency Management, Community Development, and Utilities to ensure regulatory reporting, emergency preparedness, public safety, and environmental compliance.
Represent the City at public meetings, advisory boards, inter-agency coordination groups, and regional planning initiatives. Engage the community through outreach, technical assistance, and responses to transportation and stormwater inquiries.
Respond to customer inquiries, service requests, and complaints in a professional, timely, and effective manner. Coordinate with public safety agencies, engineering consultants, contractors, and neighboring utility providers as necessary.
Represent the department at public meetings, interagency meetings, and emergency operations center (EOC) activations as assigned.
Performs any other duties or tasks that may be assigned.
