Supports the planning, design and construction of public infrastructure and capital projects in South Bend. The position works under the general supervision of the Director of Engineering Services and performs complex engineering work in infrastructure, traffic, water, stormwater, and wastewater management.   • Serve as a project manager for assigned engineering projects.
  • Assists in selection of qualified consultants for projects; prepares and issues Requests for Proposals (RFPs); administers consultant contracts.
  • Review work of consultants for design of city sewer, water, road, public buildings, and/or traffic infrastructure.
  • Design and/or manage other staff in the design of transportation, sewer, water, wastewater, and/or storm-water facilities.
  • Participate in infrastructure master planning and review infrastructure designs for proposed subdivisions within the city and city water and sewer extensions outside the limits of the city.
  • Works with other City departments and external agencies to coordinate municipal engineering projects.
  • Conduct traffic investigations and studies; including traffic warrants.
  • Assist in the preparation of budgets for operational and capital needs; ensures that projects meet established budget goals.
  • Prepare a variety of reports, correspondence and special studies.
  • Provide information to the general public, respond to and resolve customer inquiries and complaints.
  • Perform other duties and assume other responsibilities as apparent or as assigned.
  • A college degree in civil, environmental or municipal engineering from an ABET accredited university
  • Minimum of four years of experience in construction and/or civil engineering.
  • Ability to inspect construction work for adherence to codes and specifications; ability to deal effectively with contractors and the public; knowledge of personal computers and related software in a networked environment.
  • Valid Driver's License and acceptable driving record.
  • Registration as a Professional Engineer or ability to obtain certification within six months is preferred. Engineers without Professional Engineer licensure may be eligible for a Project Engineer position.
  • Knowledge of principles and practices of civil, environmental, construction, and municipal engineering.
  • A working knowledge of public works procurement and construction practices. A working knowledge of AutoCAD and ArcGIS
  • Ability to learn to develop, review, and modify civil engineering plans, designs, and specifications.
  • Ability to learn pertinent Federal, State, and local laws, codes, and regulations including civil engineering laws and regulations and monitor for strict adherence to all restrictions and safety regulations.
  • Ability to prepare and maintain technical civil engineering records, develop appropriate recommendations, and prepare reports.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to deal effectively with subordinates, contractors, and the public.
  • Ability to interpret and clearly explain engineering and construction specifications.
  • Ability to establish and maintain cooperative working relationships.
  • Ability to make sound judgments and use good discernment skills.
