About The Position

A Senior Civil Engineer plans, organizes, supervises, and performs responsible and complex professional-level engineering work in the field and office associated with the Capital Program Division. The ideal candidate will provide technical oversight of consultants or local agency staff performing engineering work related to the development of City projects.

Requirements

  • Bachelor's degree from an accredited college or university in Civil Engineering or closely related field.
  • Possession of a valid certificate of registration as a Civil Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
  • Possession or ability to obtain a valid CA driver's license.
  • Four (4) years of experience in professional civil engineering work, including some supervisory experience.
  • Possess knowledge of principles and practices of civil engineering as applied to public works projects; methods, materials, and techniques used in the design and construction of a wide variety of engineering projects.
  • Knowledge of principles and practices of project management; and applicable laws, ordinances, statutes, and regulations relevant to design and construction of public works projects.
  • Ability to select, supervise, train, and evaluate professional and technical staff.
  • Proven effective knowledge of principles and techniques of employee management and supervision, including administering performance evaluations. Ability to effectively plan and direct the work of others.
  • Ability to analyze situations accurately and adopt an effective course of action.
  • Ability to make effective presentations; prepare correspondence and reports.
  • Ability to work independently and in a team environment; ability to establish and maintain effective working relationships; ability to work with all levels of employees and management, and willingness to give assistance to co-workers.
  • Ability to work independently under pressure; proactive thinker/self-starter.
  • Ability to interpret and carry out a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Possess excellent interpersonal communication skills both verbal and written.
  • Ability to deal firmly and tactfully with contractors, property owners and engineers.
  • Advanced skill in Microsoft Word, Excel, Access, Outlook, and PowerPoint; proficiency in common office equipment, i.e. printer, scanner, copier, and fax machine.

Responsibilities

  • Plans, coordinates, and prepares complete bid packages for project construction, including public works project plans, specifications, cost estimates, consultant contracts, authorization to solicit bids, contract awards, and other associated actions; ensures that assigned projects are completed within scope, cost, schedule, budgeted resources, and departmental standards and practices.
  • Participates in real estate property acquisition for public works projects, preparing and/or overseeing Consultant prepared plans for City streets, sewers, storm drains, potable water distribution, and recycled water systems, along with other related public works and City facilities.
  • Plans and directs the collection of data, studies, and investigations; oversees data collection form and content; reviews and analyzes data collected; prepares a variety of engineering and safety reports.
  • Identifies, coordinates, and contracts for Mechanical, Electrical, Mapping, and Surveying, Landscape and Irrigation, Structural, Geotechnical, and other professional services.
  • Performs complex engineering calculations and prepares related estimates of time and material costs as well as invoices for reimbursement from funding agencies.
  • Identifies and explains impacts for developer proposals; participates in plan check review and processing of plans for private developments affecting City streets and control devices.
  • Makes decisions and handles difficult technical and administrative problems in connection with directing the work of engineers and others; plans, assigns, and reviews work; gives instructions and assistance.
  • Develops personnel requirements and monitors use of personnel in meeting engineering project and operations schedules.
  • Assists in the preparation and monitoring of the capital improvement and engineering budgets; participates in the forecast of revenues and necessary funds for staffing, materials, services, and supplies.
  • Checks plans and specifications for the construction, alteration, and repair of residential, commercial, and industrial buildings, structures, and public infrastructure improvements to ensure plans meet the requirements of applicable codes, regulations, and restrictions.
  • Coordinates public works and engineering activities with other City departments and outside agencies.
  • Provides technical oversight of contractors performing engineering work under contract with the City; manages engineering contracts between the City and private engineering firms.
  • Represents Department of Public Works & the City Engineering Division at a variety of meetings; prepares correspondence and reports; presents information to the public on engineering matters.
  • Develops and recommends changes in policies, programs, standards, and concepts.
  • Acts in a specialist capacity and performs difficult and complex work on specialized engineering projects or research studies.
  • Initiates and conducts engineering related planning studies to identify Public Works facility needs; develops and implements safety programs.
  • Prepares various applications for State and Federal Grants.
  • Interprets and applies relevant codes, ordinances, rules, and regulations.
  • Evaluates, develops, and standardizes work products, methods and procedures; recommends and implements related service improvements; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
  • Provides advice, guidance, and technical direction to other staff regarding engineering issues in Capital Engineering.
  • Participates in the development and implementation of goals, objectives, policies, procedures, and priorities for assigned service areas, programs, and operations.
  • Selects, supervises, trains, and evaluates subordinate staff; provides centralized leadership and motivation to a large workforce.
  • Builds and maintains effective working relationships with co-workers, other City employees and the public applying principles of good customer service.
  • Performs related duties as required.
