The Department of Citywide Administrative Services' (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City's annual utility energy budget; manages the City's utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City's portfolio; and helps implement operations and maintenance best practices. DEM is tasked with leading the City's efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

Requirements

  • A baccalaureate degree from an accredited college or university in a relevant field or equivalent experience.
  • Completion of an apprentice program in a construction trade with an emphasis on energy efficiency and two years of satisfactory experience in energy generation or conservation work.
  • Four years of satisfactory experience in energy generation or conservation work.
  • A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments.

Nice To Haves

  • Mechanical Engineering experience.
  • At least six to eight years of experience in analyzing HVAC equipment operations.
  • Knowledge of and experience in using ASHRAE Procedures for Commercial Building Energy Audits.
  • Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) credential.
  • Familiarity with Local Law 97 (2019) - Climate Mobilization Act.
  • Strong written and verbal communication skills.
  • Proficient computer skills, including advanced Excel skills.
  • Strong analytical abilities.

Responsibilities

  • Oversee Energy Efficiency Project Development by working with agency personnel and other technical entities to identify and develop energy efficiency projects.
  • Support Agency Energy Master Planning and Project Prioritization by overseeing portfolio planning for city agencies and aligned stakeholders.
  • Support internal process improvements by building training and knowledge management within API.
  • Oversee Technical Calculations and Analysis including review of funding applications and utilization of existing tools.
  • Support Upkeep and Integrity of Internal Databases and Processes by managing project development data and files.
  • Liaise With Relevant Stakeholders including agency partners, DEM program staff, and facility managers.
  • Support Strategic Planning initiatives and External Communications by providing technical assistance and content.
  • Oversee and manage Associate Engineer by managing day-to-day work and providing training and professional growth.
