About The Position

Praescient Analytics is seeking a highly qualified Senior Economist to support the U.S. Consumer Product Safety Commission (CPSC) in modernizing its data infrastructure and analytical capabilities. This position will will play a critical role in the strategic evolution of how the CPSC utilizes data to protect the public from product-related risks. The Senior Economist will lead complex regulatory and economic analyses to support CPSC rule making activities. This role involves creating sophisticated benefit/cost models, conducting market analyses, and providing expert testimony in legal proceedings. You will leverage a modernized cloud-native environment (Microsoft Azure) to perform advanced statistical analysis and machine learning, ensuring data-driven regulatory responses to emerging consumer product hazards.

Requirements

  • Minimum of 10+ years of experience conducting cost-benefit analysis, economic analysis, and state/federal regulatory evaluations.
  • 5+ years of experience utilizing best-practice cost-estimating frameworks and tools.
  • Specialized Expertise: 3+ years of experience reviewing medical expenditure and medical survey data.
  • 3+ years of experience evaluating the effectiveness of health and safety interventions.
  • 3+ years of experience estimating both tangible and non-tangible effects of non-fatal injuries.
  • Technical Skills: 3+ years of hands-on experience creating economic models using Python and Azure cloud services.
  • 3+ years of advanced proficiency in MS Excel (e.g., arrays, financial, statistical, and lookup functions).
  • 2+ years of experience with SQL for data manipulation and querying.
  • Proficiency in dashboard visualization tools such as Power BI
  • Communication: Strong oral and written communication skills specifically tailored for data storytelling and executive-ready presentations.
  • Clearance: Minimum of a Public Trust ( U.S. Citizenship is Required)

Responsibilities

  • Regulatory Analysis: Perform comprehensive regulatory analysis of CPSC proposed rules, including the preparation of detailed reports for the Commission.
  • Economic Modeling: Develop robust benefit/cost and statistical/regression models that adhere to industry best practices.
  • Data Acquisition & Analysis: Gather and evaluate vast amounts of consumer product data and industry information for both public and private firms.
  • Advanced Analytics: Utilize machine learning and statistical tools within the Azure cloud environment to fully leverage the value of existing agency data.
  • Expert Testimony: Provide expert testimony in court cases involving CPSC regulatory actions.
  • Strategic Research: Conduct primary and secondary research to improve CPSC benefit/cost estimation methods.
  • Stakeholder Engagement: Perform technical interviews with subject matter experts, private industry executives, and government officials.
  • Project Leadership: Manage large, complex analytical projects concerning federal regulations characterized by high levels of uncertainty.
