About The Position

The position involves program leadership and governance, overseeing enterprise network and cybersecurity operations, ensuring operational excellence, engaging with teams and stakeholders, and supporting mission readiness and Defense Support of Civil Authorities (DSCA). The role requires defining and managing program scope, objectives, milestones, and deliverables in alignment with Department of Defense Information Network (DODIN) requirements for the Army National Guard. The individual will serve as the principal liaison to senior Government stakeholders, providing clear and timely program status updates, risk assessments, and performance reports. Compliance with DoD, Federal, and State-level policies, directives, and security frameworks is essential. The candidate will oversee operations and sustainment of enterprise network services supporting 1,200 users across 140,000 endpoints in geographically dispersed environments, directing cyber defense initiatives to secure mission-critical systems. Establishing quality standards, operational processes, and performance metrics to ensure high availability and resiliency is crucial. The role also involves providing mentorship to multidisciplinary program teams and fostering collaboration between Federal agencies, State National Guard units, and industry partners. Additionally, the candidate will ensure enterprise IT and cybersecurity capabilities are ready to support Federal missions and rapid response requirements during emergencies or natural disasters.

Requirements

  • Active Top Secret Clearance eligible for SCI.
  • 18+ years of experience in government technology commercialization, technology leadership, and/or change management within a federal contracting environment.
  • Bachelor's Degree from an accredited college or university in a related discipline.
  • Minimum 10 years of experience as a Program Manager / Senior leader working with Federal Government Contracts.
  • Experience with the Army National Guard Cyber Operations.
  • Possess an active Project Management Institute (PMI) Project Management Professional or Program Management Professional (PmMP) Certification.
  • Possess an active ITIL V3 Practitioner or ITIL V4 equivalent certification.

Nice To Haves

  • Master's degree from an accredited college or university in a discipline related to project management or national security.
  • Experience effectively directing and managing contract functions involving multiple, complex, and interrelated project tasks.
  • Possess DoD 8570.01-M Information Assurance Manager (IAM) Level III (CISM, CISSP, GSLC, CCISO).
  • Experience with performance-based and award-fee contracts.
  • 10 years of experience working for or with the National Guard.

  • Foster collaboration between Federal agencies, State National Guard units, and industry partners.
  • Support strategic planning to anticipate future operational requirements and emerging cyber threats.
  • Ensure enterprise IT and cybersecurity capabilities are postured to support Federal missions and rapid response requirements.

Benefits

  • Salary range of $176,000 - $282,000, determined by various factors including experience and education.
  • Eligibility for overtime, shift differential, and discretionary bonus in addition to base pay.
