About The Position

The Senior Director, Policy and Research will lead the development and execution of U.S. policy initiatives within the U.S Policy & Government Affairs (USPGA) team. The Senior Director is responsible for shaping and driving above-brand policy advocacy aligned with BMS commercial priorities, driving internal alignment across cross-functional teams, and leading external engagement with key trade associations and Executive Branch agencies on payment, coverage, and reimbursement policy issues.

Requirements

  • 12+ years of experience in government, government affairs, or health policy; direct Executive Branch experience strongly preferred.
  • Proven experience managing a policy team or function, including mentoring and developing talent.
  • Bachelor's degree in public policy, political science, health care policy, public administration, economics, or related field required.
  • Master's degree preferred.
  • Experience in the biotechnology/pharmaceutical industry is required.
  • Demonstrated ability to build consensus and drive alignment across complex organizational structures.
  • Strong business acumen, strategic mindset, and executive presence.
  • Excellent analytical, communication, and interpersonal skills.
  • Ability to collaborate effectively with internal and external stakeholders in a fast-paced, collegial environment.

Responsibilities

  • Lead the creation of comprehensive, forward-looking policy strategies that anticipate and respond to evolving federal healthcare policies.
  • Develop and refine BMS positions on key issues including IRA implementation, Medicare Part B and D, 340B, and PBM reform.
  • Oversee the drafting of policy statements, comment letters, and briefing materials to support advocacy and internal education.
  • Represent BMS in trade association policy forums and board meetings, ensuring alignment with company priorities.
  • Guide the development of executive briefing materials for high-level meetings with government officials and trade associations.
  • Cultivate and manage relationships with Executive Branch officials and policy influencers to advance BMS's policy agenda.
  • Identify and pursue opportunities for proactive engagement with federal agencies and advisory bodies (e.g., MedPAC).
  • Lead a team of policy professionals.
  • Lead internal stakeholder education on policy developments and implications for business strategy.
  • Facilitate strategic planning and alignment across commercial, global, and therapeutic policy teams to support portfolio access and mitigate policy risk.
  • Collaborate with the USPGA Therapeutic Policy Lead to support product access and reimbursement strategies.
  • Partner with internal analytics teams to incorporate data-driven insights into policy development and advocacy strategies.
  • Use quantitative and qualitative evidence to inform policy positions and evaluate the impact of proposed regulatory changes.
  • Collaborate with global policy colleagues to ensure consistency and alignment across international markets.
  • Contribute to global policy initiatives that intersect with U.S. regulatory and reimbursement frameworks.
