About The Position

The Senior Director of Quality Assurance is responsible for the development, implementation, and ongoing coordination of the Quality Assurance Work Plan, including managing audit completion and follow-up. This role ensures program and organizational compliance with regulatory oversight and governing policies, supports the implementation and evaluation of services, and fosters a positive work environment. Key responsibilities include supervising Quality Assurance Specialists, planning and implementing agency-wide QA monitoring activities (such as Incident Management & Review, Utilization Reviews, audits, and satisfaction surveys), and supporting training initiatives. The Director also establishes processes for managing Corporate Compliance, HIPAA, and confidentiality concerns, analyzes programmatic data, and creates performance reports. Additionally, the role involves participating in LMS monitoring, on-call rotation, developing community relationships, providing consultation on compliance and best practices, and acting as a liaison with external entities like the NYS Justice Center. The Senior Director manages internal and external investigations under the oversight of the Executive Vice President of Quality Assurance to ensure compliance with various regulatory agencies and supports the Incident Report Committee.

Requirements

  • Bachelor’s Degree in Health/Human Services field
  • 5 years behavioral health experience
  • 3 years supervisory experience
  • Valid NYS Drivers’ License
  • Excellent written and verbal communication skills
  • Demonstrated leadership and management skills including supervision, teaching, and administration
  • Demonstrated ability to communicate effectively and work cooperatively with culturally diverse persons, staff and community service providers
  • Knowledge of local behavioral health system
  • Proficient in Microsoft Word and Excel
  • E-record proficiency

Responsibilities

  • Responsible for the development, implementation, and ongoing coordination of the Quality Assurance Work Plan to include maintenance of calendar and responsibility for daily, weekly, monthly and quarterly audit completion and follow up as needed by programs.
  • Ensures program and organizational compliance with the Agency regulatory oversite regulations and other governing organizational policies.
  • Supports the implementation and evaluation of services to facilitate the organizations philosophical and treatment approach and the redesign of services to meet changing demographics, funding environment and community needs.
  • Responsible for providing a positive work environment reflective of the organization’s mission, vision, and values.
  • Supervises, supports, and coaches the Quality Assurance Specialists.
  • Plans and implements agency-wide quality assurance monitoring activities including, but not limited to, Incident Management & Review, Utilization Reviews, audits, performance outcomes, satisfactions surveys, on-going training resources and supports the implementation of the training curriculum plan.
  • Training of all new direct reports as well as leadership in mentoring and assisting with development plans for each staff member.
  • Responsible for Corporate Compliance training at New Hire Orientation.
  • Establishes and administers a process for receiving, documenting, tracking, investigating, and acting on all Corporate Compliance, HIPAA and confidentiality and Quality Assurance concerns.
  • Focuses on programmatic data, coordinates, and analyzes data collection, creates organizational performance and audit reports that are the focus of the Quality Assurance and Quality Improvement meetings and initiatives.
  • Participate in monitoring and adherence of the Agency’s Learning Management System (LMS).
  • Participate in On-Call rotation.
  • Develops and maintains positive and effective relationships with community groups, referral sources, planning, funding, and service agencies.
  • Provides consultation to agency Directors and programs regarding compliance, safety, and best practices for the clients they serve.
  • Acts as liaison along with EVP of QA to the NYS Justice Center and other outside entities involved in Quality Assurance aspects of FLACRA organization.
  • Manages both internal and external Investigations with oversight by the Executive Vice President of Quality Assurance to ensure compliance with all OASAS, OMH, the NYS Justice Center and any other oversight agencies incident management requirements.
  • Supports the EVP of QA, as designated co-chair of the agencies Incident Report Committee to monitor and evaluate health and safety for the organization’s clients, and staff.
  • Assists with continuous compliance with regulatory requirements throughout the agency (OASAS, OMH, DOH).
  • Ensures audits are completed as identified risk areas are brought forward by programs or Agency administration.
