About The Position

The Senior Director of Operations and will play a central role in creating a sustainable substance use disorder program that integrates mental and behavioral health. We will consider applicants from all disciplines with a strong preference for progressive experience leading projects and initiatives. As a valued team member, you will collaborate with directors at the key leadership level of Janus of Santa Cruz. Your leadership will drive the development and implementation of strategic short- and long-term plans to achieve and surpass strategic planning goals, established by the Janus Executive Team and Board of Directors. This position works closely with community healthcare partners, ensuring that the organization is managed and performs efficiently. This role is instrumental in ensuring compliance with regulations in support of our commitment to continued growth as a premiere provider of mental health and substance use disorder services. With twelve treatment sites, Janus plays an active role in advocating for state legislation to improve the quality of services for our clients. We presently serve the local Santa Cruz County community and neighboring counties. This position reports to our COO based on our main campus with site support. THE OPPORTUNITY: Supervise and provide direction to the distinct members of the Operations and Compliance Teams Lead the administrative and collaborative program operations for all Janus program sites Initiate and implement operational and growth strategies, program development, conformity to standards of operation, and performance improvement initiatives designed to ensure health equity, quality patient/client care, while maximizing access to services and profitability potential for all Janus services Leading and model collaboration to support the interface with clinical services, patient/client billing, risk and quality management, outside contractors, regulations overview, and information technology to ensure positive outcomes and forward motion Lead agencies change management strategy and integration of contract requirements Provide excellent customer service to internal and external stakeholders Oversee the quality assurance and compliance departments ensuring quality care and adherence to regulations

Requirements

  • Minimum of five years’ experience working with Public Health, Health Plan, County or State agency, community healthcare partners
  • A minimum of two years of leadership over teams either providing direct client services or administrative support to client facing services
  • Strong people management and collaboration skills, including supervision of staff.
  • Ability to set priorities and organize a variety of concurrent projects, manage time effectively and follow through reliably.
  • Must be self-starting and independently demonstrate a desire to set and meet objectives, to find a better or more efficient way to do things, and to compete against a self-defined standard of excellence
  • Analytical and problem-solving ability
  • Ability to build and maintain positive collaborative relationships with internal and external partners
  • Ability to listen and communicate effectively (written and verbally) and present information to all levels of staff, board and stakeholders with diverse backgrounds
  • Microsoft Office Suite skills, including demonstrated advanced knowledge of Power Point and Excel
  • Zoom, TEAMs and other video platforms
  • An orientation to Project Management Software such as Asana, Basecamp, or Click Up
  • Organizational skills and attention to detail is essential.

Nice To Haves

  • Education: Minimum of a BA/BS in business, social sciences, public health or other relevant experience
  • Understands State Contracting, County Contracting or other health plan operations
  • Ten years of leadership experience in a mid-sized community-based organization
  • Understanding of clinical practices including evidence-based practices and clinical quality needs
  • Understanding of and experience in compliance and/or quality assurance for DMC programs

Responsibilities

  • Identify emerging issues and strategic opportunities for Janus of Santa Cruz
  • Partner with Chief Operating Officer to develop new initiatives commensurate with the agency’s strategic plan
  • Actively participates in the planning, implementation, monitoring and evaluation of all agency programs and other operating support functions
  • Support organization staff, in implementing agency priorities to meet patient/client requirements, in conjunction with Program Leadership managers, Key Leadership team directors and Operations Team members
  • Oversee organization project management strategy
  • Strategize with program managers/directors on operational practices (scheduling, client/patient flow, staffing, orientation and training of staff) for centers, monitor progress, and provide support
  • Conduct routine program site observations and reports back to Chief Operating Officer and Key Leadership team members about any concerns as well as positive feedback
  • Create and maintain a CQI plan that ensures full quality oversight in each program
  • Oversee establishment and maintenance of full compliance with all funding requirements including but not limited to DMC and insurance requirements
  • Navigate and persist past obstacles or bottlenecks, both externally and internally
  • Oversee establishment and maintenance of full compliance with grant or other special funding requirements
  • Oversee the establishment and maintenance full compliance with county and state licensing requirements
  • Oversee full compliance with CARF requirements and maintain 3-year CARF accreditation.
  • Maintains ongoing and continual feedback with staff members to identify and remove barriers to success and to create useful systems based on their input
  • Assures that obstacles to customer service within the staff's sphere of influence get prioritized and addressed, and the obstacles outside their sphere of influence are brought to the appropriate forum
  • Continually inform the Health Operations and Clinical Services decision-making process by sharing experiences and health center performance data
  • Participates in agency-wide workgroups to address new initiatives from a Health Operations and Clinical Services perspective
  • Provides mentoring and coaching on project and task force facilitation for agency colleagues and task forces
  • Supports and encourages a culture that: Provides a rich conduit of information and ideas between sites and departments
  • Participates in ongoing feedback with colleagues, patients, and processes
  • Incorporates patient/client satisfaction into all aspects of the work
  • In collaboration with the compliance/finance/billing teams, facilitates and assists in the gathering of reporting, data uploads, site visits, routine audits and reports as needed to ensure compliance with the grants and federal contracts
  • Works with members from Key and Program leadership teams, internal EMR Specialist, Risk and Quality, IT Security, and the Finance Dept. to ensure smooth and coordinated implementation of database and operational protocol changes
  • In collaboration with the compliance department and operations team, we assure effective implementation and maintenance of internal marketing measures, client/patient satisfaction, client/patient access, client/patient retention and outcomes evaluation
