The Senior Director of Administration and Finance will oversee project accounting and project analytics, compliance reporting and audit functions for the MBTA's enterprise-wide capital program. The Senior Director will oversee the Director of Administration and Finance and Director of Capital Finance and Accounting, act as a lead funding source administrator learning how money is allocated, tracked and reported; particularly as it relates to Federal funding sources. This role will also oversee the finance and administration of 600+ active Capital projects with an emphasis on project health updates. This position will work closely with the MBTA's Deputy CFO, Treasurer and CFO as well as other Capital Program leadership.

Responsibilities

  • Enhance monthly capital project and capital program reporting (e.g., project budget to actual analysis; capital spend by funding source, grant, and project; current capital commitments; capital spending on an accrual basis; and CIP plan vs. actual spending).
  • Evaluate potential reporting solutions/dashboard for the capital program and direct and implement a solution.
  • Participate in ERP upgrade, Project Connect/FMIS, and integration of the MBTA's ERP system with the MBTA's Project Management Information System (currently under development).
  • Participate in configuration of business process review as part of the MBTA's project management information system implementation to implement industry standard best practices at the MBTA.
  • Budget, analyze, and report on the construction administration pools under the direct and indirect portion of the MBTA's cost allocation plan as it relates to labor costs.
  • Mentor and develop a team, managing the work allocation, systems training, performance evaluations, and building of an effective and efficient team dynamic.
  • Implement policies, procedures and processes as deemed appropriate by senior leadership team.
  • Work with Capital Program/Project Controls to perform monthly program reviews for every project and program in the capital program.
  • Work closely with many departments across the MBTA, including procurement, legal, finance/accounting, capital delivery, and vehicle engineering as well as with outside consultants.
  • Identify, communicate, and recommend options for improved organizational efficiency.
  • Facilitate the sharing of knowledge and practices among change agents in the business to promote a culture of continuous improvement.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Perform all other duties and projects that may be assigned.

Requirements

  • Bachelor's degree from an accredited institution in Finance, Government, Business, Economics, Engineering, or related field.
  • Ten (10) years of experience in capital accounting or finance.
  • Seven (7) years of supervisory, managerial, and/or leadership experience.
  • Demonstrated knowledge and understanding of GAAP and FTA reporting.
  • Experience with grant accounting and reporting.
  • Ability to communicate with all levels within the organization.
  • Advanced expertise in Microsoft Excel, Microsoft Access, and Microsoft PowerPoint with the ability to pass the MBTA Excel test.
  • Strong communication and presentation skills.
  • Experience working with external auditors, internal controls, and compliance-related issues.
  • Ability to weigh and manage priorities.
  • Advanced experience with or in financial reporting including a Capital Investment Plan.
  • Demonstrated ability to influence decision-making.
  • Organizational skills and ability to multitask (work on several projects at once).
  • Ability to progressively elaborate on high-level business processes to define and document supporting standards and procedures.
  • Possess change management skills to inspire and influence resources to creatively achieve the AGMs' and GM's goals.
  • The ability to supervise and work effectively with a diverse workforce.

Nice-to-haves

  • Master's degree from an accredited institution in Accounting or Finance.
  • Demonstrated experience coordinating with IT department to manage and/or upgrade accounting system.
  • Experience with PeopleSoft.
  • Transit Industry experience.
