About The Position

The Senior Director of Legislative Affairs at Empire State Development (ESD) is responsible for leading the agency's legislative efforts, analyzing and summarizing legislation, and representing ESD in discussions with the New York State Legislature. This role involves crafting policy proposals, operationalizing legislative initiatives, and ensuring effective communication with legislative members and internal stakeholders. The position requires in-office presence and is aimed at individuals with significant experience in legislative affairs and economic development.

Requirements

• Bachelor's degree or Associate's degree with 7 years of relevant experience; direct experience may substitute.
• 5+ years of relevant full-time professional experience, including at least 3 years working for the New York State Legislature.
• Knowledge of economic development-related fields such as community development, economic incentives, workforce development, and public-private partnerships.
• Ability to submit error-free work products under tight deadlines and respond to time-sensitive requests.
• Skilled in providing critiques of policy proposals and assessing impacts of policy decisions.

Nice To Haves

• Experience with budget negotiations and post-budget implementation of economic development programs.
• Familiarity with legislative processes and interagency coordination.

Responsibilities

• Track and conduct analysis of legislative bills and compose memos on all relevant legislation.
• Assist in the creation of legislative proposals from concept stage to implementation of new programs in economic development.
• Lead the preparation of the Commissioner for budget and Legislative hearings, coordinating across the agency for accurate information.
• Engage with Members of the Legislature on key initiatives, providing updates and proactive outreach.
• Establish systematic processes to track relevant legislation through various Legislative committees.
• Provide guidance on ad hoc policy issues, coordinating with relevant departments and stakeholders.
• Prepare briefings and analyses for senior management and external stakeholders.
• Oversee and undertake special projects or initiatives as needed.
