About The Position

Armand Corporation, an M/WBE Construction Management and Program Management firm celebrating over 34 years in the industry, is currently seeking a Senior Design-Build Construction Manager (Public Sector) to join our construction management (CM) team. Position Overview We are seeking an individual with extensive public-sector experience to lead complex Design-Build projects from preconstruction through closeout. This role requires a deep understanding of public agency Design-Build delivery, regulatory coordination, contract compliance, and risk management within highly structured environments. The successful candidate will provide leadership across design coordination, procurement, construction execution, and stakeholder management, ensuring delivery consistent with agency requirements, schedule commitments, and public accountability standards.

Requirements

  • Minimum 15 years of Design-Build project experience, with significant public-sector delivery
  • DBIA Certification (required)
  • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related construction discipline
  • Demonstrated experience delivering public-sector Design-Build projects, including coordination with city, state, or federal agencies
  • Advanced knowledge of CPM scheduling, cost control, and change management in public contracts
  • Proven ability to manage regulatory approvals (DOB, DEP, FDNY, utilities, and other Authorities Having Jurisdiction)

Nice To Haves

  • Direct experience with NYC or NYS public agencies (e.g., EDC, DDC, SCA, DASNY, NYCHA, MTA, Parks, Libraries)
  • Familiarity with Design-Build legislation and agency-specific DB procedures
  • Proficiency in Primavera P6, Procore, Kahua, or equivalent PMIS platforms
  • Experience managing fast-track Design-Build schedules under public oversight
  • Strong written documentation skills suitable for agency correspondence and executive reporting

Responsibilities

  • Lead Design-Build projects in compliance with public procurement, governance, and reporting requirements
  • Manage preconstruction services including estimating, constructability reviews, risk analysis, and schedule development
  • Coordinate architectural and engineering teams to maintain design compliance and constructability
  • Develop, maintain, and enforce CPM schedules, including recovery and mitigation plans
  • Oversee procurement strategies, including early work packages and long-lead items, consistent with public approval processes
  • Manage project budgets, forecasts, contingencies, and cost reporting
  • Ensure compliance with contract terms, agency standards, safety regulations, and quality requirements
  • Coordinate with Owners, Designers, Agency Representatives, Utility Providers, and Inspecting Agencies
  • Lead issue resolution, risk mitigation, and formal communications in accordance with public-sector protocols
  • Mentor project teams and reinforce Design-Build best practices within a regulated environment
