About The Position

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey, and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists. Requirements

• Licensure as a Dentist in accordance with Florida Statute 466 and two years of professional experience in the practice of dentistry.
• Selected candidates shall be required to submit to a pre-employment medical examination and a physical agility evaluation. The medical examination and physical agility evaluation shall be administered per State of Florida statutes and Bureau of State Fire Marshal rules and regulations, and Florida State Hospital codes, standard operating procedures, rules, and regulations. Employee will submit to an annual medical certification and as required by the department.
• Knowledge of the terminology, principles and techniques of dentistry.
• Knowledge of dental treatment techniques.
• Skill in using dental instruments and equipment.
• Skill in filling cavities, extracting teeth, performing dental restorative work and treating dental diseases, infections, injuries and malformations of the mouth and teeth.
• Ability to design and/or present dental health programs.
• Ability to supervise people.
• Ability to perform dental examinations and diagnose dental problems.
• Ability to monitor the quantity and quality of dental care.
• Ability to provide consultation to others regarding dental services.

Responsibilities

• Ensures that all Psychiatric and Primary Care treatment at NFETC are administered in accordance with policies and procedures, rules and regulations, and State and Federal Statutes.
• Employs and directs all Senior Physicians.
• Administers effectively, directs and assumes operational responsibility for all physician-based services at North Florida Evaluation & Treatment Center.
• Researches, designs and writes policies and operating procedures which relate to clinical services, and which are used by all levels of clinical staff.
• Administers clinical personnel matters in compliance with applicable Personnel Rules & Regulations, and in compliance with applicable collective bargaining agreements.
• Develops recognized programs of resident care, which lead to customer satisfaction.
• Assists in developing the hospital’s budget, costing out programs, establishing expenditure priorities, and administering expenditures so that budget integrity is maintained while controlling expenditures.
• Serves as a consultant in matters relating to psychiatry, general medicine and clinical administration.
• Recruits medical staff, privileges and credentials all members of the professional clinical staff at NFETC, on a bi-annual basis.
• Reviews and monitors daily reports of activities and incidents.
• Seeks, compiles and provides information, advisories and reports that assure the clinical staff is kept informed of current developments. X-rays teeth and gums for infections and diseases. (x-rays)
• As part of the hospital’s Executive Management Team, participates in and chair meetings, as requested, relating to clinical service delivery and hospital management as it relates to aspects of resident care.
• Acts as a liaison between the hospital and academic institutions/other hospitals, which may entail traveling to such institutions and hospitals.
• Participates in administrative matters that bear on clinical issues called for by the Department and/or hospital policy and procedures.
• Maintains membership to the Department of Children and Families Clinical Advisory Committee.
• Writes and reviews correspondence, reports, opinions on matters relating to clinical practice as assigned by the Hospital Administrator and/or the Assistant Institution Superintendent for Residential Operations.
• Assists in interviewing, selecting and training new employees.
• Approve submitted timesheets and leave requests on the People First system for all direct reports.
• Supervises all direct reports ensuring that they meet individual performance standards that have been negotiated, adhere to standards for professional practice for their specific discipline, receive quarterly coaching and ensure that they follow an approved Employee Development Plan.
• Participates as a consultant in departmental in-servicing meetings and programs.
• Reviews records of problem cases and sets up case conferences on topics of interest for Continuing Medical Education (CME), in association with the University of Florida, Department of Psychiatry.
• Establishes selected cases for consultation to validate treatment excellency and efficiency.
• Coordinates, facilitates, and supervises the system of obtaining consultant services for patients with special problems for all external procedures.
• Performs other duties as assigned.
