About The Position

GovCIO is seeking a highly skilled Senior Data Integration Engineer to support healthcare data interoperability efforts within the VA Program. This role is ideal for a technical expert with deep experience in Oracle SQL/PLSQL and Java, combined with a strong background in HL7 messaging and healthcare data exchange. The ideal candidate will be a self-driven engineer who thrives in a fast-paced, collaborative environment and can clearly communicate complex data issues to both technical and non-technical stakeholders. This position will be fully remote within the United States.

Requirements

  • 8+ years of experience in data integration, backend development, or healthcare IT.
  • Bachelor's Degree or above in Computer Science or related field. A postgraduate qualification (e.g. MSc; or higher degree qualification in a relevant area) would be desirable.
  • Advanced expertise in Oracle SQL and PL/SQL – complex queries, stored procedures, performance tuning.
  • Expert-level Java development experience – backend services, API integration, data processing.
  • Hands-on experience with HL7 v2/v3 messaging standards – parsing, transforming, and mapping HL7 data.
  • Proficiency with XML – parsing, validation, schema handling, and transformation.
  • Experience with SOAP and RESTful API development and integration.
  • Strong experience working in healthcare environments, including with EHR, lab systems, or payer data.
  • Demonstrated ability to communicate complex technical topics clearly to technical and non-technical stakeholders.
  • Strong documentation and presentation skills.
  • Proven collaboration and stakeholder management skills.
  • Advanced Excel skills – including pivot tables, formulas, and report generation.
  • Good Communication skills.

Nice To Haves

  • Experience with ETL tools (Informatica, Talend, DataStage).
  • Familiarity with data orchestration tools (e.g., Apache Airflow, Kafka).
  • Working knowledge of Agile methodologies (Scrum, Kanban) and JIRA.
  • Prior experience supporting VA or other federal healthcare systems.
  • Ability to obtain and maintain a suitability/public trust clearance.

Responsibilities

  • Design, implement, and maintain secure and scalable healthcare data integration solutions.
  • Develop and optimize Oracle PL/SQL procedures and complex SQL queries for high-volume data pipelines.
  • Build and maintain backend services using Java for HL7 parsing, data transformation, and system integration.
  • Collaborate closely with business analysts, technical leaders, and security teams to ensure accurate and compliant data exchange.
  • Interpret and transform HL7 v2/v3 messages to support EHR, lab, and clinical system interoperability.
  • Develop and consume SOAP and RESTful web services using XML and other healthcare data formats.
  • Support Agile development lifecycles using Jira and participate in sprint planning, daily stand-ups, and retrospectives.
  • Deliver technical documentation and data findings in a clear and concise manner to both technical and business stakeholders.
  • Maintain and manage ETL and orchestration tools as needed, supporting automated and scalable data pipelines.
