About The Position

NIRA, Inc. is seeking a highly skilled Senior Cost Estimator to support a major program within the Federal Aviation Administration (FAA) in Washington, DC. This role partners closely with FAA stakeholders to develop, analyze, and review independent government cost estimates (IGCEs) for construction projects of varying scope and complexity. The selected candidate will also provide program management support, ensure adherence to industry best practices, and facilitate effective coordination across technical and leadership teams. Required: Ability to obtain Public Trust Clearance (Be present in the United States 3 years of the last 5 years)

Requirements

  • Minimum of 10 years of related work experience.
  • Proficiency with construction cost estimating tools and techniques.
  • Experience with project management and planning software such as Primavera P6, MS Project, RS Means Estimating, etc.
  • Strong Microsoft Excel skills, with a focus on financial analysis, and the ability to manipulate and present data effectively to a wide variety of audiences.
  • Be quality conscious with focus on delivering products of a high caliber.
  • Ability to plan, coordinate, and prioritize assignments and workload.
  • Excellent communication skills, both written and oral.
  • Ability to work both independently and in a team-oriented, collaborative environment.
  • Strong data analysis, program evaluation and critical thinking skills.
  • Ability to employ problem-solving techniques in unique situations.
  • Bachelor's Degree is Required (Preferable disciplines include Engineering, Construction Management, and Architecture)
  • Ability to obtain Public Trust Clearance (Be present in the United States 3 years of the last 5 years)

Nice To Haves

  • Preferred professional certifications include Project Management Professional (PMP), Professional Engineer (PE), and Certified Construction Manager (CCM).
  • Experience with federal government construction projects is a plus.
  • Experience providing programmatic engineering support to federal clients.

Responsibilities

  • Prepare highly detailed and comprehensive cost estimates for construction projects by reviewing construction specifications and drawings (at all phases).
  • Review and provide analysis of cost estimates generated internally or by outside vendors.
  • Work with stakeholders, such as the FAA Service Areas, to identify site-specific construction projects and participate in project prioritization activities.
  • Serve as a liaison between the Program Office and Service Areas, coordinate project management activities, such as identifying project scope, cost, and schedule issues.
  • Analyze, collect, and present data in high-visibility FAA key stakeholder meetings.
  • Develop and maintain integrated spreadsheets including program/project implementation activities, financial data, schedules, etc. to assist with FAA decision making.
  • Coordinate project milestones, constraints, solutions, status of active and future projects.
  • Compile, assess and analyze large data sets from various sources to identify coordination requirements, impacts, solutions, and recommendations.
  • Examine project requirements across various initiatives, conduct sensitivity analyses and affordability assessments, and provide recommendations for comprehensive program planning purposes.
  • Participate/lead change management activities, develop documentation, presentations, briefings, white papers, etc.
  • Cultivate strong relationships with key FAA stakeholders, understanding their needs and providing tailored engineering solutions.
  • Identify potential risks across the program and offer strategies to minimize project disruptions.
