About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Planning, Lakeshore, Union and Specialized Delivery team is looking or a Senior Cost Controller to act as the cost expert reporting in all matters related to cost control, forecasting, cost reporting and procedures to achieve on-time and on-budget goals. The Senior Cost Controller will provide advice and act as a subject matter expert on cost management principles for effective management and cost control of projects, and will be accountable for implementing robust processes, checks and balances to ensure adherence to the Capital Projects Group (CPG)’s cost management processes and best practices.

Requirements

  • Completion of a degree in Finance, Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated years' progressive experience in cost control, financial analysis and reporting functions in a construction environment.
  • Experience in and knowledge of financial analysis, accounting, controllership, risk management and reporting principles and practices in large, complex multi-billion dollar and multi-project construction and infrastructure environments.
  • Quality assurance principles and practices and audit processes to analyze financial data and formulate conclusions and recommendations.
  • Governance and accountability, quality management systems and risk mitigation strategies to use a risk assessment lens to identify and address risks, issues and accounting implications for the project baseline.
  • Influencing skills to convince senior management, colleagues, clients and vendors of the need to adhere to financial/cost control processes.

Nice To Haves

  • A recognized cost management or accounting designation (such as CCP or CA/CPA) is considered an asset.

Responsibilities

  • Develops and implements internal cost control systems, operational procedures and reporting systems to control the flow of funds for capital projects in accordance with Metrolinx financial policies and procedures.
  • Supports the oversight and management of financial reporting tools and systems to support accurate and timely information of budget, commitments, forecast, trends, variances, progress, performance, risk and opportunity, contingency, and cash flow.
  • Establishes financial and performance metrics, reports on and presents performance measures and financial information to management as well as Metrolinx Finance services on all capital projects including issues, discrepancies, and potential risks.
  • Provides guidance, support and acts as a subject matter expert to other Capital Finance teams to ensure consistent implementation of cost control practices
  • Develops and implements financial risk management strategies and controls to mitigate financial risk and exposure on multi-year multi-billion-dollar capital projects.
  • Understand different stakeholder (project delivery team) and team member priorities and adapt how we support them accordingly.
