About The Position

Turner & Townsend are looking for a Senior Cost Control Consultant to oversee the financial aspects of major data center construction program for a global technology client. The key responsibilities of this role include: Monitoring and controlling costs to ensure the financial health of projects. Managing cash flow, pay applications, and change management. Budgeting, forecasting, and financial analysis. Implementing cost-saving measures to meet project goals and client requirements. Success in this position requires excellent communication skills and the ability to work effectively in a client-facing role. Location Requirement: This position requires working locally with our client in Holly Ridge, LA. Relocation support is available. If full relocation isn’t feasible, a per diem may be offered provided you can work onsite Monday through Friday.

Requirements

  • Proximity to Monroe, LA (or willingness to travel) - 5 days a week on project in Holly Ridge, LA.
  • Bachelor’s Degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • Minimum of 7+ years in cost-focused project controls or cost management, with 3+ years on large-scale construction projects.
  • Strong leadership skills and the ability to manage cross-functional teams.
  • Strong professional presence, emotional maturity, and the ability to maintain a respectful and composed approach when managing conflict, challenge, and competing priorities.
  • Positive, proactive attitude with a willingness to take ownership, support the wider team, and contribute to a high-performance site culture.
  • Demonstrated experience reviewing and challenging contractor / subcontractor pay applications, change orders, and commercial backup on large live construction projects.
  • Strong understanding of forecast final cost management, variance analysis, accruals, commitments, and cost-to-complete methodology.
  • Experience establishing and maintaining robust cost controls, audit trails, and reporting governance across complex construction programs.
  • Strong commercial judgement with the ability to identify risk early, challenge assumptions, and communicate issues clearly with proposed solutions.
  • Strong experience in cost management, budgeting, and financial reporting within the data center or large-scale commercial construction sector.
  • Advanced knowledge of cost control systems, financial forecasting tools, and Earned Value Management (EVM) principles.
  • Excellent analytical and problem-solving skills with attention to detail.
  • Strong written, verbal, and interpersonal communication skills.
  • Ability to communicate complex technical concepts to a variety of audiences.
  • Ability to work collaboratively with cross-functional teams in a fast-paced, dynamic environment.
  • Self-motivated, detail-oriented, and proactive in identifying issues and proposing solutions.

  • Prior experience with data center construction or similar infrastructure projects is preferred.

Responsibilities

  • Build strong working relationships across stakeholders through clear communication, constructive challenge, reliability, and a collaborative attitude.
  • Demonstrate a professional, respectful, and solutions-oriented approach when engaging with clients, contractors, and internal teams, particularly in high-pressure project environments.
  • Lead the review and commercial challenge of general contractor and trade partner pay applications, change requests, and supporting backup to ensure accuracy, entitlement, and value for money.
  • Own forecast-at-complete / estimate-at-completion reporting, including variance analysis, identification of key cost movements, and recommended corrective actions.
  • Maintain a clear and auditable cost control environment across commitments, changes, accruals, invoices, and forecasts, ensuring all records are accurate and decision-ready.
  • Provide exception-based reporting to the client and project leadership, highlighting key risks, aging change, unfunded exposure, forecast variances, and items requiring escalation.
  • Develop and maintain project budgets, forecasts, and cost control systems.
  • Track and report all project expenditures, preparing and analyzing cost reports.
  • Monitor cost performance, identifying risks and providing mitigation strategies.
  • Collaborate with project managers, finance, and procurement teams for accurate invoicing, budgeting, and forecasting.
  • Oversee contract administration and ensure compliance.
  • Conduct risk assessments and implement management protocols.
  • Provide regular project status updates and detailed progress reports.
  • Ensure all cost management activities adhere to industry standards and legal regulations.
  • Manage cash flow process with the general contractors and review variances and provide detailed feedback.
  • Prepare detailed monthly cash flow reports/narratives for client to review.
  • Prepare and submit pay applications review to clients, resolve discrepancies and track their status.
  • Review and verify subcontractor and vendor invoices.
  • Document and assess changes to project scope, schedule, or budget.
  • Implement change management protocols and prepare change order requests.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Regular travel to construction site is expected.
