Requirements

  • Bachelor's degree with at least 3 years' relevant experience.
  • Must have an Active Secret clearance; US Citizenship required.
  • At least 3 years' previous experience in an advanced cost analysis/financial position with 1 year of experience using Automated Cost Estimating Integrated Tool (ACEIT).
  • Experience generating Life Cycle Cost Estimates and Independent Government Estimates.
  • Ability to respond quickly and accurately to program changes using ACEIT and Excel.
  • Strong skills in developing alternative solutions for program management challenges.
  • Demonstrated experience working individually and facilitating working groups.
  • Ability to prepare detailed written reports and presentations for senior leadership.
  • Exceptional written and oral presentation skills, and proficiency in Microsoft Office.

Nice To Haves

  • Program Executive Office Aviation PMO experience.
  • Experience supporting program budgeting processes with POM submissions.
  • Acquisition Level III Certification.

Responsibilities

  • Support an Army Acquisition Product Manager's Cost Analyst Team by preparing Life Cycle Cost Estimates and cost models in ACEIT.
  • Articulate and defend cost models, estimates, and processes.
  • Perform parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement, project forecasting, and cost-benefit analysis.
  • Set up cost control systems and monitor costs and schedules on contracts.
  • Prepare budgets and schedules for contract work and assist in financial analyses.
  • Perform schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Develop, update, and maintain Life Cycle Cost Estimates, Program Office Estimates, and Independent Government Cost Estimates.
  • Evaluate contractor cost data and analyze various cost elements.
  • Defend cost estimating methodologies to senior leadership and Cost Review Board members.
  • Translate technical system requirements into cost elements.
