About The Position

The Senior Contracts Administrator will perform all aspects of Contract Administration and support the Contracts Management Lead in the daily administration of contracts. This role involves creating, maintaining, and enforcing processes for pre-final billing, contract modifications, limitations of funds, and other processes as assigned by the Contracts Management Lead. The administrator will draft and review contractual documents such as Limitation of Funds notifications, Memorandums, Requests for Equitable Adjustment (REA), and Notifications of Change. Additionally, the role includes auditing proposal documents, ensuring compliance with Request for Proposal (RFP) and base contract requirements, and tracking costs in excess for all task orders. The Senior Contracts Administrator will also provide data entry support, conduct administrative duties, and support task order teams in identifying and resolving contractual concerns with the Government. Leading contract discussions with the Government customer and serving as the primary interface with the Government's Procuring Contracting Officer (PCO) are key responsibilities. The role requires supporting the Contracts Manager in negotiations and providing training and guidance to other members of the Contracts team. The administrator will also serve as a business advisor to task order leadership and brief senior leadership on contracts status and key issues impacting financial and technical performance.

Requirements

  • Associate's Degree preferred
  • 6+ years of directly related experience in Contract Administration, Proposal Development, Finance, Business Administration, Acquisition, or Procurement
  • Familiarity with the Federal Acquisition Regulation (FAR) and/or the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint
  • Must be a US citizen
  • Candidate must possess a minimum DoD issued Secret Clearance

Responsibilities

  • Perform all aspects of Contract Administration
  • Support Contracts Management Lead in daily administration of contracts
  • Create, maintain, and enforce processes for pre-final billing, contract modifications, limitations of funds, and other processes as assigned
  • Draft and review contractual documents such as Limitation of Funds notifications, Memorandums, Requests for Equitable Adjustment (REA), and Notifications of Change
  • Audit proposal documents, including Basis of Estimate (BOEs), Bill of Materials (BOM), Cost Proposal, and other documents as required by the Government customer
  • Ensure contract and proposal deliverable timelines and requirements are met for the IRES contract and all task orders
  • Review proposals and ensure compliance with Request for Proposal (RFP) and base contract requirements
  • Track, report, and resolve costs in excess for all task orders
  • Provide data entry support, including updating funding trackers and contract briefs
  • Conduct other administrative duties as assigned
  • Support task order teams in identifying and resolving contractual concerns with the Government
  • Lead contract discussions with the Government customer
  • Serve as primary interface with the Government's Procuring Contracting Officer (PCO)
  • Support Contracts Manager in negotiations
  • Support internal and external stakeholders, including Government customers, Directors, Project Managers, and Finance Teams
  • Provide training and guidance to other members of the Contracts team
  • Serve as business advisor to task order leadership in areas such as contract type, contract risk management, and performance measurement criteria
  • Brief senior leadership on contracts status and key issues impacting financial and technical performance
  • Interface with the Government customer on a daily basis
  • Perform tasks successfully with minimal guidance under short timelines
  • Manage shifting work priorities
  • Work independently and collaboratively with others
  • Other duties as assigned
