Idaho Power — located in vibrant Boise, Idaho — is looking for a highly skilled Senior Contracting Specialist with experience in contract development, competitive bidding, negotiations, and federal grant compliance, to join our Supply Chain Procurement team. This position plays a critical role ensuring Idaho Power’s major projects – including those funded by federal grants – are produces, executed, and administered in full compliance with Federal Acquisition Regulations (FAR), Build America, Buy America (BABA), Davis-Bacon and Related Acts (DBRA), and federal supplier verification standards (SAM.gov).This position is based at Idaho Power’s downtown Boise location. We offer employees both flexible schedules and the opportunity to work up to 40% remote after a period of demonstrated proficiency in their role. What does a Senior Contracting Specialist do for us? The Senior Contracting Specialist works independently and with minimal guidance to lead stakeholders in the development of internal customer materials and service contracts of significant risk and/or complexity. They lead the competitive bidding process, negotiations, and prepare comprehensive contract documents. The Senior Contracting Agent will meet business unit cost objectives with a focus on delivering the best value to Idaho Power. In addition to supporting Idaho Power’s traditional contracting activities, this position also serves as Supply Chain’s primary subject matter expert for government-funded contracts, requiring independent judgement when interpreting requirements, supporting internal customers, and ensuring full lifecycle compliance with: FARs BABA DBRA Federal grant procurement rules Supplier verification requirements (SAM.gov, OFAC screening, SBA classification) In addition to the meaningful work we do, Idaho Power offers a strong work-life balance, competitive pay and benefits, an employee incentive plan, and both a 401k employer-match and a pension plan, making Idaho Power one of the best employers in the state.

  • Bachelor's degree OR An equivalent combination of education and experience
  • 6 or more years related work experience
  • Valid driver’s license with an acceptable driving record based on driving requirements for the position
  • This position requires working at a desk/computer for extended periods of time. It requires the use of office equipment, fine motor skills including typing on the computer, dialing phones, filing paper, and working in close proximity to other people. There may be occasional lifts of no more than 10 lbs.

Nice To Haves

  • Demonstrated experience applying FAR requirements and U.S. Government contracting principles, including interpreting federal and state grant terms and translating funding requirements into procurement strategies, contract language, and supplier flow-downs for federally funded programs
  • Process and documentation compliance with BABA provisions and DBRA requirements for federally funded infrastructure projects
  • Federal contracting processes, including General Services Administration (GSA) schedules, Office of Foreign Assets Control (OFAC) compliance, and Small Business Administration (SBA) requirements
  • Knowledge of SAM.gov and supplier verification requirements
  • Educating internal stakeholders on compliance requirements, risks, documentation standards, and audit considerations
  • Compliance, documentation, and audit requirements associated with public funding, including records retention, cost allowability, procurement justification, and responsiveness to external review or audit
  • Interpretation and application of FARs, BABA, DBRA, and federal grant requirements
