Position Summary: The Senior Consultant provides expert guidance, technical assistance, and strategic support on federal child welfare funding programs under Title IV-E and Title IV-B of the Social Security Act. This position is responsible for analyzing federal and state child welfare regulations, ensuring compliance with funding requirements, and advising agencies on policy development, program implementation, continuous quality improvement initiatives, and federal reporting. The consultant plays a key role in helping agencies maximize federal reimbursement and improve outcomes for children and families involved in the child welfare system.

  • Interpret and apply Title IV-E and Title IV-B regulations, policies, and federal guidance to state and local child welfare programs.
  • Develop and recommend policies, procedures, and program standards that align with federal and state requirements.
  • Monitor federal legislation and regulatory changes affecting child welfare funding and practice.
  • Support agencies in maintaining compliance with federal Title IV-E and Title IV-B requirements, including eligibility determinations, case documentation, and claiming processes.
  • Assist with federal reviews such as Title IV-E Foster Care Eligibility Reviews and Child and Family Services Reviews (CFSRs).
  • Develop and implement corrective action plans when compliance issues are identified.
  • Provide subject matter expertise to state agency clients and stakeholders.
  • Design and deliver training related to Title IV-E/IV-B claiming, policy implementation, and best practices.
  • Support workforce understanding of funding streams, cost allocation, and program implications.
  • Advise on strategies to enhance program effectiveness and increase allowable federal reimbursement.
  • Collaborate with fiscal and program staff to strengthen program alignment with federal funding requirements.
  • Contribute to program improvement plans, quality assurance, and performance measurement efforts.
  • Review and analyze program data to support compliance and continuous quality improvement.
  • Assist in preparing reports for federal and state agencies.
  • Ensure documentation aligns with Title IV-E and Title IV-B claiming requirements.
  • Bachelor’s degree in Social Work, Public Administration, Public Policy, Law, or a related field.
  • Minimum 10 years of professional experience in child welfare policy, program administration, or federal funding compliance.
  • In-depth knowledge of Title IV-E and Title IV-B of the Social Security Act, including claiming, eligibility, and reporting requirements.
  • Experience with child welfare case management systems and federal review processes.
  • Strong analytical, communication, and problem-solving skills.
  • Master’s degree (MSW, MPA, JD, or related field).
  • Experience working with state or local child welfare agencies or consulting on child welfare policy.
  • Familiarity with cost allocation methodologies and federal claiming processes.
  • Knowledge of related funding streams.
