About The Position

ATI has a current need for a highly skilled Construction Management Representative (CMR) to serve as the on‑site owner’s representative for a major federal construction project for the National Park Service in the Chapin Mesa Area of Mesa Verde National Park, Colorado. This role is central to ensuring that construction activities comply with contract requirements, safety standards, and project objectives. You will be the eyes and ears of the Government on site, observing, documenting, coordinating, and supporting all aspects of construction oversight. This position requires a professional who is detail‑oriented, technologically capable, ethically grounded, and experienced in managing complex construction documentation and workflows. You will work closely with our Project Manager (PM), Government stakeholders, the construction contractor, and the design team to ensure the project progresses smoothly, safely, and in full compliance with contract documents.

Requirements

  • Ability to read, interpret, and understand construction contracts, plans, and specifications.
  • Strong knowledge of construction practices, building codes, and safety regulations.
  • Proficiency with construction management software (e.g., Procore, Project Team), MS Teams, Word, Excel, Adobe PDF, and MS Project.
  • Ability to evaluate cost estimates and contractor proposals, including labor, equipment, materials, overhead, and profit.
  • Ability to interpret construction schedules and evaluate progress and payment requests.
  • Ability to walk, climb, and navigate active construction sites daily.
  • OSHA 30‑hour construction safety training required.

Responsibilities

  • Observe and document daily construction activities for progress, quality, workmanship, and conformance with plans, specifications, building codes, and safety standards.
  • Maintain detailed daily logs, including photographs with legends, dimensions, and descriptions.
  • Monitor contractor compliance with Accident Prevention Plans and document safety issues.
  • Review contractor red‑line drawings weekly and document findings.
  • Support substantial completion inspections, including reviewing deficiency lists and preparing cost estimates for corrective items.
  • Arrange, attend, and facilitate weekly progress meetings, internal Government meetings, AE/AHJ inspections, and negotiation sessions.
  • Prepare weekly meeting agendas, gather three‑week look‑ahead schedules, and compile RFI/Submittal logs for distribution.
  • Document and distribute meeting minutes within one business day.
  • Maintain professional, neutral communication and ensure all concerns are elevated to the Government—not the contractor.
  • Manage all submittals and RFIs using the Government’s construction management software (Project Team).
  • Review submittals and RFIs for completeness and accuracy; reject incomplete packages and track all items through approval.
  • Review contractor CQC reports and compare them with CMR daily logs, notifying the COR of discrepancies.
  • Review O&M manuals, warranties, and closeout documentation for compliance.
  • Review baseline and monthly schedule updates; prepare required schedule review checklists and logs.
  • Assist in developing Independent Cost Estimates (ICEs) and Requests for Proposals (RFPs).
  • Support proposal analysis using FAR Part 15 techniques, including market and historical pricing comparisons.
  • Assist in documenting negotiations and preparing Records of Negotiation.
  • Review certified payrolls weekly for compliance with Department of Labor requirements.
  • Conduct periodic labor interviews (SF1445) and document findings.
  • Notify the Contracting Officer of discrepancies or underpayments.
