About The Position

Join us in the exciting role of providing a Senior Construction Project Manager to provide technical services to the National Park Service (NPS) at Fort Donelson National Battlefield – Visitor Center in Dover, TN. The PM will provide comprehensive construction management support services to the COE PM office for the construction of the VAMC. The current project is to pick up the project from an incomplete construction. This is a continuation to complete the rehabilitation and reopen the Fort Donelson National Battlefield visitor center. This project will correct physical and programmatic deficiencies identified in a 2012 Accessibility Assessment Study. It will bring the three-story, 4,600-SF building into compliance with critical accessibility and safety standards by retrofitting an elevator to provide access to all levels, making restrooms accessible, and upgrading HVAC, electrical, plumbing, fire protection, and security systems. It will also correct structural issues, install new roofing, and replace windows with higher R-value glazing.

Requirements

  • National Agency Check with Inquiries (NACI) Clearance, or the ability to obtain said clearance, is required.
  • Minimum of 10 years of experience in construction.
  • Minimum of 3 years of experience in construction contract administration and performing the tasks listed above.
  • OSHA 30-hour course
  • Ability to read, interpret, and understand the Construction Contract, Plans, and Specifications.
  • Knowledge of similar construction work and can observe, document, and confirm conformance to the contract, plans, and specifications.
  • Experience creating comprehensive reports with engineering-based recommendations.
  • Familiarity with USACE Safety and Health Requirements Manual, EM 385-1-1, and OSHA
  • The ability to prepare a variety of reports and the capability to perform basic field quality assurance tests.

Nice To Haves

  • A bachelor's degree in a relevant field such as engineering, construction management, or a related discipline is preferred. However, equivalent work experience and certifications may be considered in lieu of a degree.

Responsibilities

  • Contract Administration & Primary Point of Contact
  • Serve as the single daily point of contact for contract administration.
  • Prepare correspondence for COR and CO signatures.
  • Utilize automated information systems as required.
  • Perform other duties as assigned.
  • Project Oversight & Reporting
  • Observe and report on assigned projects to government personnel.
  • Provide field surveillance and deliver detailed daily engineering and cost-related reports.
  • Deliver status reports on assigned projects to district leadership.
  • Summarize contractor submittals and provide outlines for government review.
  • Inform government personnel on progress percentages and alignment with payment schedules.
  • Compliance, Policy Implementation & Quality Assurance
  • Implement government decisions, laws, regulations, and policy throughout project development.
  • Oversee construction, contract administration, and quality assurance in accordance with regulations.
  • Deliver quality assurance plans for assigned projects.
  • Analyze design and construction issues for contract compliance and provide engineering-based recommendations.
  • Provide guidance on environmental harmony and resolve conflicting plan details.
  • Cost, Schedule & Payment Evaluation
  • Deliver opinions on schedule, reasonableness, consistency, and proportionality.
  • Verify that work progress supports balanced monetary payments.
  • Prepare draft pricing for government estimates.
  • Deliver cost proposal analyses and draft cost/price analyses for audits.
  • Contract Modifications & Negotiations
  • Assist the government in preparing modification scopes, drawings, and specifications.
  • Deliver draft RFPs, modification documents, and pre-negotiation objectives.
  • Participate in negotiations for price adjustments and changes.
  • Prepare draft correspondence related to quantities for progress payments.
  • Claims, REAs & Disputes Support
  • Observe and report on Requests for Equitable Adjustment (REAs) and contractor claims.
  • Deliver technical findings and draft responses.
  • Provide recommendations on merit and assist as a resource in cost settlement negotiations.
  • Prepare files with supporting analyses for contracting officer decisions.
  • Deliver analysis supporting disputes or litigation.
  • Specialized Expertise & Advisory Support
  • Provide subject matter expertise on contract surveillance issues.
  • Deliver briefings to government representatives as required.
