The Senior Construction Inspector provides advanced field inspection, documentation, and quality oversight on CTDOT highway and bridge projects, facilities and buildings, and / or railroad projects. The role ensures construction activities comply with contract documents, applicable codes, agency standards, and safety requirements, while serving as a key technical resource to the Resident Engineer and mentoring junior inspection staff.

Requirements

  • Field inspection experience on transportation, buildings/vertical construction, rail infrastructure, or civil projects.
  • Working knowledge of CTDOT Form 819, building and fire codes, railroad safety procedures, and public-sector construction contracts.
  • Familiarity with construction materials, methods, and major trades (structural, architectural, MEP, utilities, roadway, bridge, rail).
  • Strong ability to interpret plans and specifications.
  • Proficiency with digital construction documentation systems.
  • Effective written and verbal communication skills.
  • Bachelor’s degree in Civil Engineering, Construction Management, Architecture, Engineering Technology, or related field and 4 years of experience
  • OR
  • High School Diploma and a NICET Level III or a relevant Trade License and 6 years of experience

Nice To Haves

  • One or more of the following certifications (or ability to obtain): NICET Level III or IV ACI, NETTCP, ATSSA OSHA 10- or 30-Hour

Responsibilities

  • Inspect and verify construction work for compliance with plans, specifications, shop drawings, CTDOT standards, railroad requirements, and applicable codes.
  • Observe construction activities on one or more of the following: Highway/bridge work (earthwork, drainage, concrete, steel, utilities, MPT) Buildings/facilities (architectural, structural, MEP, roofing, renovations) Rail/transit projects (trackwork, platforms, facilities, utilities, yards)
  • Monitor contractor compliance with environmental permits, work zone safety, railroad safety rules, OSHA requirements, and PPE protocols.
  • Identify nonconforming work and coordinate corrective actions with the contractor and Resident Engineer.
  • Perform and/or witness required materials testing and special inspections.
  • Prepare daily inspection reports, photo documentation, and progress summaries.
  • Measure, calculate, and verify quantities for materials installed, delivered, or stored.
  • Maintain field documentation using electronic systems (e.g., AASHTOWare, COMPASS, ProjectWise, SharePoint).
  • Coordinate with the Resident Engineer, project engineers, contractors, CTDOT staff, railroad representatives, municipalities, and other stakeholders.
  • Participate in project meetings; report field conditions and track action items.
  • Assist with RFIs, field issue resolution, and support for change orders and extra work.
  • Provide technical input on constructability challenges and engineering issues.
  • Provide guidance and oversight to junior inspectors and field staff.
  • Support the Resident Engineer with contract administration, documentation, and verification activities.
