Navitas is seeking a Senior Computer Systems Analyst to support State of Maryland Education.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related field; or 3+ years of equivalent experience.
  • Experience with data transformation, data validation, and identity resolution techniques.
  • Strong understanding of database design principles (logical and physical).
  • Hands-on experience with Oracle databases, including security modules (data masking, encryption).
  • Ability to analyze, cleanse, and match large data sets from diverse sources.
  • Experience creating datasets, data marts, and supporting analysis/reporting environments.
  • Strong problem-solving skills and attention to detail in data quality assurance.
  • Excellent communication skills and ability to produce structured weekly reporting.
  • Ability to work effectively in a hybrid environment and collaborate with multiple stakeholders.

Responsibilities

  • Receive data from multiple agencies and load it into the centralized MLDS Center database system.
  • Develop guidelines and standards for identity resolution processes.
  • Perform identity resolution based on established guidelines.
  • Create complex datasets for use by researchers and data consumers.
  • Develop data marts to support MLDS Center dashboards and reporting needs.
  • Design logical and physical database models and update schema as needed.
  • Analyze incoming agency data and transform it to meet MLDS Center business and technical requirements.
  • Load transformed data into MLDS databases; perform data validation to ensure accuracy and completeness.
  • Implement Oracle security modules, including data masking and encryption, to maintain confidentiality.
  • Conduct data cleansing, data matching, and identity resolution within the database environment.
  • Provide weekly status reports detailing completed tasks, upcoming plans, and risks/issues.
  • Perform additional MLDS-related database analysis tasks as assigned by the Contract Manager.
