About The Position

The Mayor’s Office of Housing (MOH) works to foster healthy, vibrant, and welcoming communities for all by ensuring stable, green, and accessible housing and the sustainable use of land. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to individuals and families experiencing homelessness, and develop city-owned property. MOH envisions a Boston where all residents have the homes and neighborhoods they need to thrive. Under the direct supervision of the Assistant Director of Grants Management, the Senior Compliance Officer will be responsible for developing and implementing procedures and systems to ensure that MOH is in compliance with federal, state, and local grant regulations.

Requirements

  • A Bachelor's degree in Business Administration or a related field is preferred but not required.
  • At least three (3) years of experience in grant management, compliance reviews, and automated management information systems.
  • Substantial knowledge of HUD regulations and federal regulations governing grants and environmental review, including the Uniform Administrative Requirements (2 CFR Part 200).
  • Substantial knowledge of federal, state, and city financial and program management and audit procedures.
  • Strong knowledge of Microsoft Office and Google Suite required; Salesforce and HUD reporting systems preferred.
  • Excellent written and oral communication and interpersonal skills.
  • Appropriate substitutions may be made.

  • Experience using Salesforce, HUD's Integrated Disbursement and Information System (IDIS), and Disaster Recovery Grant Reporting System (DRGR) preferred.

Responsibilities

  • Ensure that all grant record-keeping requirements are met.
  • Ensure that all grant deadlines are met.
  • Perform eligibility and environmental reviews for federally funded activities.
  • Enter data and review items in MOH’s Salesforce platform, HUD’s Integrated Disbursement and Information System (IDIS), and other systems as assigned.
  • Assist with grant planning documents and performance reports, including the HUD Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report(CAPER).
  • Compile documents related to grant monitoring and audits and assist with audit responses.
  • Direct subrecipient internal controls monitoring (pre-audit and post-audit) to ensure compliance with funding requirements.
  • Undertake long-term monitoring of rental and homeownership loan and grant requirements and deed restrictions.
  • Ensure that certifications of community development organizations are performed according to HUD requirements.
  • Ensure the Section 3 reporting is performed according to HUD requirements.
  • Provide technical assistance to MOH staff and subrecipient staff relative to various grant, audit, and financial requirements, and meet with project staff to initiate corrective action.
  • Perform other related duties as required by the position.
