This role will provide review, assessment, and expertise in the management of the claims process to support the Capital Projects Group’s delivery of capital and infrastructure projects, including analysis of claims and providing recommendations for resolution of those claims under the guidance of the Claims Manager, along with in-depth estimation and review of variations. Specifically, this role requires: Mechanical and Electrical (M&E) Estimator and Quantity Surveyors who can manage costs, contracts, and procurement, including but not limited to building services in rapid transit, such as: Mechanical Systems: Design and installation of HVAC for stations, smoke control, fire protection, plumbing, and drainage systems. Electrical Systems: Power distribution, emergency power, lighting, and specialized systems for rail, such as Traction Power Substations (TPSS), OCS Foundations, cantilever, Overhead cables and underground utilities and Signaling systems. System Integration: Integration of fire alarms, public address systems, passenger information, CCTV, Communication, SCADA, and Building Code Management Systems (BCMS). And other mechanical, electrical and plumbing elements. The role also requires reviewing and producing cost estimates (class 5 to 1) and bills of quantities (BOQ), conducting feasibility studies, managing tender processes, negotiating subcontracts, valuing work in progress, and settling final accounts

Requirements

  • Degree/diploma in Mechanical/Electrical Engineering, Construction/Project Management, Quantity Surveying, or equivalent experience. 
  • Strong skills in systems analysis, coordination, cost‑estimating software, and understanding of construction contract law and financial controls. 
  • Ability to assess and advise on financial aspects of construction projects, including contract types and cost impacts. 
  • High self-motivation, commitment to continuous learning, and ability to perform site inspections (including ladders/scaffolding). 
  • Proven experience in commercial/claims management on major construction or infrastructure projects. 
  • Expertise in capital construction methods, tendering, contract administration, delay/claims analysis, and contractor pricing/estimating practices. 
  • Skilled in evaluating contractor variations, entitlement, and cost impacts in coordination with project teams and SMEs. 
  • Knowledge of AFP/P3/Design-Build delivery models; proficiency with CM14, Aconex, ProjectWise, SharePoint, MS Office, and scheduling tools (P6/MS Project). 
  • Strong analytical, problem‑solving, organizational and communication skills; able to manage multiple claims, interface with stakeholders, and occasionally travel (valid driver’s license an asset).
  • Communication with Metrolinx stakeholders to update the high priority claim resolution process. Well-developed organizational skills with the ability to process and efficiently manage numerous claims. Political acuity and ability to maintain professional demeanor in challenging meetings.

Responsibilities

  • Conduct analysis of claims following Metrolinx’s Claims Management Procedures for both P3 and Non-P3 Contracts ascertaining entitlement, analyzing impacts and associated costs, and provides recommendations for resolution of the claims involving variations, delay, disruption, acceleration, and loss of production etc.
  • Conducts detailed review of cost impacts pertaining to Contractor’s/Subcontractor’s claims for prolongation, loss of productivity/disruption, acceleration, unresolved variation notices/change requests.
  • Conducts detailed quantum analysis and produces reports to support CST evaluation of various construction claims.
  • Conducts variation analysis from contract documents including specifications and drawings.
  • Provides the Project Delivery Teams (PDT’s) support and advise in their analysis and mitigation of claims and Early Warning Notices and, in any negotiation, and dispute resolution with Contractors and Consultants.
  • Liaises with the PDT and Commercial Support Teams in the review and analysis of claims including engaging claim estimators and forensic schedule analyst from the Commercial Support Team (CST) as well as the legal teams.
  • Supports PDT and Claims Manager in the preparation of claim strategy, evaluations, correspondence and recommendation for resolution.
  • Conducts the claims management process across chosen Metrolinx transit and infrastructure projects, including management and maintenance of claims documentation/records and the timely reporting of claims status.
  • Implements claims analysis and management templates, policies, processes, and tools to support effective and efficient claims management.
  • Supports the Claims Manager during the negotiation and resolution phase, and prepare various reports and presentations
  • Support the CST by monitoring and providing updates to the Claims Register, managing, and resolving claims in the register, and ensuring accuracy and integrity of the data logged in the Claims Register and Unifier.
