  • Manages, supervises, and directs engineering and paraprofessional staff.
  • Plans, organizes, directs, coordinates, and performs professional engineering work review and approval in the design, construction, and maintenance of public works projects.
  • Oversees the development of consultant requests for proposal and the advertising and bid processes.
  • Prepares and maintains a ten-year Capital Improvement Program.
  • Applies for federal and state grants for various projects.
  • Prepares and implements contracts for City consultants.
  • Prepares written correspondence and administrative paperwork for projects.
  • Prepares schedules, reports, and cost estimates for projects and work activities.
  • Inspects construction to ensure projects are proceeding appropriately and resolves issues.
  • Develops and utilizes computer analysis/data processing capabilities for engineering design and planning activities.
  • Administers state and federal grant programs.
  • Manages and directs consultant's performance.
  • Reviews and recommends payment requests from consultants and contractors.
  • Oversees construction management and inspection services provided by consultants.
  • Reviews and approves tentative and final maps for new subdivisions.
  • Reviews environmental documents, subdivision maps, consultant designs, and permits for conformance with City standards.
  • Assists in the training and development of departmental personnel.
  • Helps in the selection process of personnel.
  • Assists in the coordination of work of the department with other departments and public agencies.
  • Prepares budget estimates and work programs.
  • Represents the city at City Council meetings and maintains liaison with other agencies.
  • Bachelor's Degree in civil engineering or related field from an accredited college or university.
  • Minimum of ten years of increasingly responsible complex civil engineering experience.
  • Proven leadership capabilities supervising/directing the work of technical experts and field personnel.
  • Registration as a Civil Engineer issued by the California Board of Professional Engineers and Land Surveyors.
  • Valid California class C driver's license.
  • Knowledge of Caltrans specifications, policies, and procedures.
  • Familiarity with environmental regulations such as CEQA, NEPA, NPDES, MS4, SWPPP.
  • Experience with drafting software and design aides such as AutoCAD.
  • Competitive salary between $114k and $136k per year.
