About The Position

Performs complex professional work involving the design, preparation, and review of utility plans and specifications for both private development and Capital Improvement Program (CIP) projects. Provides project management, including overseeing inspectors to ensure utility construction complies with all specifications. Provides guidance in the maintenance and support of the ACSA database and Geographic Information System (GIS). Supervises the Miss Utility Program and oversees the County Permit Review process. Engages with the public, government agencies, and the private sector to provide information that supports utility system expansion planning. Leads the development of long-range plans for utility improvements and upgrades to existing infrastructure. Work is performed under the general supervision of the Director of Engineering, with supervisory responsibilities over subordinate departmental staff.

Requirements

  • Knowledge of theory, principles and practices of civil engineering related to the area assigned, modern methods and techniques as applied to the design, construction and maintenance of utility projects, and survey systems, methods and techniques
  • Ability to survey in both urban and rural areas over varying terrain, instruct subordinate personnel in proper work methods and supervise their work
  • Skilled in the use of engineering instruments and equipment, computers and software related to engineering and Cityworks, as well as typical Microsoft Office documents such as word processing, spreadsheets, and databases.
  • Bachelor's degree and 5-7 years of job-related experience required.
  • Must possess a valid driver's license and be registered as a Professional Engineer in the Commonwealth of Virginia
  • Work a flexible schedule including weekends, nights, and holidays when necessary
  • Enter and exit confined spaces, such as trenches, manholes, and pumping stations
  • Ability to handle loads of up to 125 pounds.

Nice To Haves

  • Experience in hydraulic modeling preferred but not required.
