About The Position

TC Energy is seeking a motivated, high‑performing Senior Certificate Analyst to support the continued growth and safe operation of our U.S. Natural Gas (USNG) business. Reporting to the Director, Certificates, this role plays a critical part in advancing commercial and regulatory strategies for our U.S. natural gas pipeline and storage assets. As a Senior Certificate Analyst, you will play a key role in advancing TC Energy’s capital projects across our growth and operations & maintenance portfolios. In this position, you will lead the development and execution of commercial and regulatory strategies, ensuring projects move efficiently from concept to in-service. You will prepare, coordinate, and manage regulatory filings with federal and state agencies; guide internal teams through complex regulatory and commercial processes; and support the development of commercial agreements, open seasons, and stakeholder engagement plans. You will collaborate closely with project teams, commercial functions, technical experts, and legal and regulatory specialists to identify requirements, evaluate risks, and develop strategies that support safe, timely, and cost-effective project execution. You will also engage directly with customers, regulators, community representatives, and other external stakeholders to support project planning and execution. In addition, you will monitor industry, regulatory, and policy trends—such as market dynamics, permitting frameworks, and emerging energy solutions—to provide insights that help shape TC Energy’s strategy and ensure our assets remain competitive, reliable, and aligned with long-term business objectives.

Requirements

  • Bachelor’s degree in business, engineering, environmental science, law, or a related discipline.
  • 5–10 years of relevant experience, preferably in the natural gas or broader energy infrastructure industry.
  • Strong understanding of the natural gas sector, including regulatory requirements and their commercial implications.

Nice To Haves

  • Demonstrated success developing and executing commercial, regulatory, or project strategies for capital projects.
  • In‑depth knowledge of federal and state regulatory frameworks governing natural gas pipelines and storage, particularly FERC‑regulated interstate facilities.
  • Experience interacting with customers, regulatory agencies, elected officials, consultants, and industry organizations.
  • Strong analytical, critical‑thinking, and problem‑solving skills with the ability to assess complex projects and identify innovative solutions.
  • Excellent written and verbal communication skills with the ability to convey complex information to diverse audiences.
  • Highly adaptable, self‑driven, and comfortable navigating shifting business priorities and industry trends.

Responsibilities

  • Partner with cross‑functional teams to support deployment of all USNG capital projects across growth and O&M programs.
  • Evaluate capital projects to determine commercial and regulatory requirements for the commercialization, construction, operation, maintenance, and abandonment of pipeline and storage assets.
  • Support development of open seasons, precedent agreements, service agreements, customer communication materials, and federal/state permitting activities.
  • Prepare recurring reports for jurisdictional business units and projects related to system capacity, contracting, design, construction, and regulatory compliance.
  • Monitor industry developments and regulatory trends relevant to TC Energy’s USNG assets and commercial strategy.
  • Support special projects, including research, analysis, presentations, training, and cross‑functional initiatives.
  • Contribute to continuous improvement and innovation within the Commercial organization.
