Requirements

10+ years of experience in Strategic Capture, and Business Development within the federal structure.
Demonstrated ability to operate independently with minimal supervision, making strategic decisions and driving BD and capture activities to successful outcomes.
Demonstrated, job-related experience with the Centers for Medicare & Medicaid Services (CMS), including knowledge of CMS organizational structure, programs, stakeholders, acquisition processes, and the CMS contractor ecosystem, as required to successfully perform the duties of this role.
Proven experience in Agile methodologies, emphasizing user experience and modern technology solutions, including AI, analytics, and DevSecOps.
Demonstrated ability to craft strategic proposals, manage complex proposal processes, and embody the Agile philosophy through continuous improvement.
Ability to quickly adapt strategies and approaches in response to changing market conditions or customer needs, maintaining a proactive stance in pursuit of new business opportunities.
Proven experience working effectively with diverse teams, including operations, technical, proposal, and project management groups, fostering a collaborative environment that encourages sharing of knowledge and best practices.
Exceptional communication skills, with the ability to articulate complex solutions and strategies to a variety of audiences, including executive leadership, technical teams, and non-technical stakeholders. Strong influencing skills to garner support from internal teams and external partners.

Nice To Haves

A track record of successfully leading and winning large-scale, competitive bids, showcasing the ability to manage the full lifecycle of capture from opportunity identification through proposal submission and award with federal health agencies such as CMS, CDC, FDA, and NIH.
Comprehensive understanding of healthcare agency structures, key personnel, programs, and the contractor ecosystem, particularly within the CDC, FDA, and NIH.
Deep understanding of eSimplicity’s core capabilities, including modern software development practices (Agile, DevSecOps, Human-Centered Design), data science, AI/ML, and advisory services, with the ability to articulate and position these capabilities to meet customer needs.
Current or ability to obtain a security clearance, ensuring compliance with federal government requirements for handling sensitive information and working on classified projects.

Responsibilities

Coordinate capture activities across the organization, leading the charge in developing compelling and compliant proposal outlines, storytelling, and response strategies.
Bring capture expertise to facilitate technical and management and pricing solutions with programs and proposal teams. Make recommendations, decisions or seek feedback from executive leadership when needed.
Act as the primary storyteller for proposals and business development efforts, crafting narratives that resonate with business challenges and highlight impactful solutions and outcomes.
Work in tandem with leadership, business development, and technical teams to craft winning themes, develop strategic responses, and negotiate roles and responsibilities with partners early in the bidding process.
Serve as a bridge between BD, proposals, operations, and project teams, ensuring seamless communication and collaboration across different functional areas to align efforts and strategies for winning new work.
Proactively conduct market research and analysis to identify emerging trends, opportunities, and competitive threats within federal healthcare sectors, using this intelligence to position eSimplicity advantageously.
Develop and maintain strong relationships with key stakeholders in target agencies, understanding their challenges and requirements to tailor solutions that meet their needs while aligning with eSimplicity’s capabilities.
Forge and nurture strategic partnerships, recommending teaming partners to augment our value proposition to customers and elevate our probability of winning (Pwin).
