About The Position

Serve as a senior-level functional and technical advisor supporting enterprise modernization efforts within the Navy Maritime Maintenance Enterprise Solution (NMMES). Lead business process analysis and system optimization initiatives that enhance operational effectiveness across Navy maintenance and logistics environments. Act as a key liaison between Government stakeholders, shipyard personnel, and technical development teams. Provide strategic insight into Navy and DoD policies, ensuring solutions align with mission, compliance, and performance objectives. Influence enterprise-wide process improvements that drive data integrity, system integration, and operational readiness.

Requirements

  • Bachelor’s Degree (BA/BS) from an accredited institution.
  • Minimum of 10 years of experience supporting DoD or Navy programs, including business systems analysis or functional consulting.
  • Demonstrated experience analyzing complex enterprise IT systems and improving business processes within regulated environments.
  • Strong knowledge of requirements development, documentation standards, and system lifecycle methodologies.
  • Ability to obtain and maintain a Secret security clearance.

Nice To Haves

  • Experience supporting Navy maintenance, supply chain, logistics, or financial management systems.
  • Familiarity with enterprise platforms such as SAP, ERP systems, or other large-scale DoD information systems.
  • Experience working in Agile or hybrid development environments.
  • Certification such as CBAP (Certified Business Analysis Professional), PMI-PBA, or related credential.
  • Proven experience briefing senior Government leadership and facilitating cross-functional stakeholder workshops.

Responsibilities

  • Lead the analysis, evaluation, and improvement of business processes, workflows, and system capabilities supporting maritime maintenance operations.
  • Elicit, document, and validate functional and technical requirements; translate business needs into system specifications for development teams.
  • Conduct gap analyses, impact assessments, and feasibility studies to support system enhancements and modernization initiatives.
  • Develop and review documentation including requirements traceability matrices (RTMs), process maps, use cases, and standard operating procedures.
  • Provide subject matter expertise in support of testing, training, deployment activities, and executive-level briefings.
