About The Position

The Senior Business Process / Business Analyst will serve as the authoritative quantitative lead for the EHRM Rapid Decision Making Program. This role owns end-to-end analysis of complex business processes and outcomes, translating raw data into actionable, statistically rigorous metrics that drive program decisions, resource allocation, and organizational value. The ideal candidate combines deep business-process expertise with advanced statistical and outcomes-measurement capabilities to deliver tangible, defensible insights that directly support EHRM modernization success. The analyst will work closely with the CPMO/OCI team to extract, validate, and operationalize outcome data, ensuring every metric is meaningful at both the program and enterprise level.

Requirements

  • Bachelor’s degree in Business, Statistics, Operations Research, Industrial Engineering, Health Informatics, or related quantitative field (Master’s or MBA strongly preferred).
  • Minimum 8 years of progressive experience as a Business Analyst or Process Analyst, with at least 4 years in a senior/lead capacity focused on quantitative process and outcomes analysis.
  • Demonstrated expertise in statistical analysis and outcomes measurement (proficiency with R, Python, SQL, or advanced Excel/Power BI/Tableau required).
  • Proven ability to define and operationalize tangible, mathematically sound metrics that drive executive decisions.
  • Mandatory: Expert-level hands-on experience with Jira (administration, advanced reporting, metrics configuration, and integration with Agile/LPM frameworks).
  • Strong project/program management skills with a track record of delivering complex, data-driven initiatives on time and within scope.
  • Excellent verbal and written communication skills, including the ability to present complex quantitative analysis to non-technical audiences.

Nice To Haves

  • Health/medical background or direct experience supporting Electronic Health Record (EHR/EHRM) programs, clinical operations, or healthcare transformation initiatives.
  • Deep, practical understanding of EHRM systems, workflows, and the unique challenges of large-scale health-record modernization.
  • Formal training or certification in Agile (SAFe, Scrum) and Lean Portfolio Management (LPM).
  • Experience working within federal government or large-scale enterprise environments (VA, DoD, or similar).
  • Familiarity with healthcare-specific metrics (e.g., clinical quality measures, patient safety indicators, provider efficiency, interoperability KPIs).

Responsibilities

  • Lead independent, authoritative analysis of current and future-state EHRM business processes, identifying inefficiencies, bottlenecks, and leverage points using quantitative methods.
  • Design, implement, and maintain statistically valid outcome measurement frameworks that quantify program impact (e.g., ROI, cycle time reduction, error rates, adoption velocity, clinical and operational KPIs).
  • Translate complex program outcomes from the CPMO/OCI team into clear, math-based metrics that are traceable to organizational strategic objectives.
  • Apply advanced statistical techniques (regression, hypothesis testing, confidence intervals, predictive modeling, etc.) to validate assumptions, forecast outcomes, and measure program performance with mathematical rigor.
  • Develop and own program-level dashboards and scorecards that provide real-time, tangible visibility into progress against targets.
  • Conduct deep-dive root-cause analyses using data-driven methods to support rapid decision-making cycles.
  • Utilization of project management tools (boards, epics, metrics, custom fields, reports, and dashboards) to capture, track, and report on all process and outcome data.
  • Drive Agile and Lean Portfolio Management (LPM) practices to ensure backlog prioritization, capacity planning, and value delivery are grounded in quantitative evidence.
  • Partner with technical and clinical teams, working closely with and reporting to our Principle Agilist to embed metrics directly into project management workflows and program ceremonies.
  • Apply strong program management disciplines to ensure analytical deliverables are on-time, on-budget, and aligned with EHRM governance requirements.
  • Facilitate cross-functional workshops and decision forums, presenting quantitative findings with authority to senior leadership.
  • Continuously improve the program’s measurement maturity by identifying and implementing new data sources and analytic methods.
  • Serve as the trusted advisor to the CPMO/OCI team and EHRM program leadership.
  • Translate statistical insights into clear business narratives and visuals that influence decisions, resource allocation, and policy changes.
