About The Position

PeopleTec is seeking a Senior Business & Financial Management Analyst to support the U.S. Army’s Human Machine Integrated Formations (HMIF) and Advanced Concepts and Critical Technologies (ACCT) Project Office at Aberdeen Proving Ground (APG), MD, under the Rapid Capabilities and Critical Technologies Office (RCCTO). This role is embedded within the Business Management Division (BMD) and provides senior-level support across Planning, Programming, Budgeting, and Execution (PPBE) activities that enable rapid prototyping, experimentation, and fielding of advanced Army capabilities. The analyst will serve as a key advisor to Project Office leadership, ensuring financial integrity, traceability, and execution alignment across POM development, budget formulation, spend plan management, and funds execution. The ideal candidate brings deep expertise in Army and DoD PPBE processes, exceptional analytical and communication skills, and the ability to translate complex financial and programmatic data into clear documentation and executive-level briefings.

Requirements

  • Minimum 10 years of experience supporting DoD or Army programs in business management, PPBE, acquisition, or program management roles.
  • Strong understanding of PPBE, including: POM development
  • R-Forms / P&R Forms
  • APBBs
  • Spend plan development and management
  • Cost estimating
  • Funding execution and execution-year adjustments
  • Demonstrated ability to synthesize, document, and communicate PPBE data through Project Office documentation and executive-level briefing materials.
  • Strong analytical skills with a high degree of attention to detail and data integrity.
  • Proven ability to operate effectively in a fast-paced, dynamic environment with shifting priorities.
  • Ability to multitask, manage competing demands, and rapidly pivot as program requirements evolve.
  • Working knowledge of DoD 5000 series, FAR/DFARS, and Army acquisition lifecycle processes.
  • Experience briefing or supporting briefings to senior government stakeholders.
  • Excellent written and verbal communication skills.
  • Ability to work both independently and collaboratively within multidisciplinary teams.
  • Must be a U.S. Citizen.
  • Must possess an active DoD Secret clearance at time of hire (TS/SCI preferred).
  • Valid driver’s license.
  • Travel: Approximately 10%.
  • Bachelor’s degree in business, finance, acquisition, logistics, public administration, or a related field.

Nice To Haves

  • PMP certification and/or graduate education preferred.
  • Experience supporting Business Management Divisions (BMD) within an Army Project Office, PEO, RCCTO, or similar organization.
  • Prior experience with rapid acquisition, prototyping, or experimental programs.
  • Familiarity with Other Transaction Authority (OTA) environments from a financial or programmatic perspective.
  • Strong stakeholder coordination skills and experience supporting executive decision-making.
  • Experience using enterprise planning tools, cost tracking systems, or DoD financial/reporting platforms.

Responsibilities

  • Provide comprehensive PPBE support across all phases of the lifecycle, including: POM development and issue formulation
  • P&R / R-Form preparation and submission
  • APBB development and reconciliation
  • Spend plan development, tracking, and management
  • Cost estimating and budget justification
  • Funding execution and execution-year adjustments
  • Develop, review, and maintain authoritative PPBE artifacts, ensuring consistency, accuracy, and auditability.
  • Support execution-year funding management, including obligation tracking, burn-rate analysis, and identification of execution risks.
  • Synthesize financial, programmatic, and execution data into Project Office documentation, decision papers, and briefing materials.
  • Prepare executive-level briefings that clearly communicate funding status, risks, issues, and mitigation strategies to senior government leadership.
  • Analyze funding execution data to identify trends, gaps, and opportunities to optimize program performance.
  • Coordinate closely with acquisition, contracting, and technical teams to ensure financial plans align with acquisition strategies and program milestones.
  • Track and report the status of contracting actions, funding documents, and execution metrics.
  • Support acquisition planning activities, including cost inputs to acquisition strategies, procurement plans, and market research documentation.
  • Participate in Integrated Product Teams (IPTs), technical interchange meetings, and working groups to ensure alignment between business, acquisition, and technical execution.

  • In compliance with Maryland's Equal Pay for Equal Work Act, the salary range for this role is ~$114,000 - $200,000; however, PeopleTec considers several factors when extending an offer, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and critical skills.
