The Opportunity Report to the Director, Pilots and Projects and work alongside internal and external stakeholders to support the commercial development of potential investment opportunities in support of advancing TC Energy’s CCUS activities across the United States & Canada. The role encompasses the full project development lifecycle from initial market opportunity assessment and site origination through regulatory permitting, commercial agreement negotiation, and capital allocation support, while also evaluating M&A opportunities and serving as a CCUS subject matter expert. The ideal candidate will established relationships across power utility and industrial sectors, regulatory permitting experience, and strong analytical skills to drive both greenfield and brownfield asset development in support of TC Energy's strategic growth markets.

Requirements

  • Bachelor’s degree in engineering, geoscience, planning, geography, resource management or related discipline.
  • Minimum 8 years combined experience developing carbon capture, transportation, and sequestration projects, energy infrastructure, other subsurface storage assets, or pipelines with a focus on business development
  • Proven experience with early-stage project development including resource analysis, site selection, regulatory permitting and approvals, stakeholder engagement and utility supply connections.
  • Demonstrated history of creating project value by originating brownfield and greenfield asset developments.
  • Established relationships in the power utility, chemical-industrial, natural gas, refining, oil & gas, and LNG sectors.
  • Experience working alongside federal, provincial and municipal regulators to obtain permits and approvals for complex projects.
  • History of working with clients and internal support staff such as legal, credit and operational risk teams to drive execution.
  • In-depth knowledge of GIS-based tools such as ArcGIS.
  • Strong analytical capabilities and communication skills
  • Self-starter that can work independently, commercially-minded and takes initiative
  • Strong understanding of key energy transition drivers, including policy, tax, ESG, & climate.

Nice To Haves

  • Extensive experience in subsurface geology, reservoir engineering, or sequestration facility evaluations.
  • Previous experience in project management and business development in the energy sector.
  • Familiarity with small- to medium-scale carbon capture projects and technologies.
  • Strong relationships with developers, OEMs, engineering/technical/consultants, and EPC contractors.
  • Exceptional written and verbal communications skills.
  • Understanding of regulatory frameworks and stakeholders that influence energy sector projects.
  • Ability to travel extensively throughout North America.

Responsibilities

  • Analyze market opportunities and trends to identify potential new customers and business opportunities for CCUS infrastructure development.
  • Maintain a clear understanding of our customer’s immediate and future needs by leading the identification and development of low carbon projects in Canada and the United States by working alongside TC Energy’s Marketing, Ventures, Operations, and Corporate Development Teams.
  • Responsible for project development activities, including but not limited to due diligence, commercial viability analysis, sub-surface resource assessment, site origination and land control, utility planning, stakeholder engagement, environmental evaluations, regulatory permitting and approvals.
  • Progress project development in alignment with internal project governance processes and industry best practices.
  • Develop commercial agreements alongside engineering, finance, and legal teams to present and negotiate with customers.
  • Ensure the efficient coordination of internal and external cross-functional teams, including subsurface technical, engineering, finance, technology assessment, and pipeline development teams in support of working on project opportunity identification, scope definition, schedule development and budget management.
  • Support the evaluation of merger and acquisition opportunities for low carbon projects to generate earnings for the enterprise.
  • Development of internal and external customer business cases and support capital allocation governance requirements.
  • Attend conferences and industry events to maintain knowledge of CCUS market trends and connect with new CCUS customer groups globally.
  • Serve as subject matter expert on various aspects of the CCUS, including, but not limited to sub-surface resource assessments, regulatory requirements, policy incentives and market dynamics.
  • Cultivate and manage professional relationships with internal support teams to ensure alignment and collaboration.
