About The Position

Texas Health and Human Services Commission (HHSC) is seeking a Senior Business/Data Analyst to support ongoing system modernization and enhancement efforts for existing Medicaid applications. The selected candidate will work within a Scaled Agile Framework (SAFe) environment as part of a team responsible for project and product oversight of Medicaid IT -Contracted Systems. This role serves as a liaison between the business community and Customer IT Teams, including Architecture, Project Delivery, and Application Sustain. The candidate will assist as an IT stakeholder for various application enhancement initiatives with multiple Medicaid Enterprise Systems (MES) vendors. Additionally, the candidate will support the creation of processes and documentation to ensure a consistent understanding and approach to agency direction for an integrated solution.

Requirements

  • 8 or more years of experience reviewing, analyzing, and evaluating business systems and user needs, formulating systems to reflect overall business strategies, and applying business process reengineering methodologies.
  • Minimum of 5 years of experience serving as a liaison between the business community and Customer IT Teams such as Architecture, Project Delivery, and Application Sustain.
  • Strong experience as a Data Analyst with demonstrated ability to analyze raw data.
  • Strong experience as a Business Analyst with demonstrated ability in requirements gathering and understanding technology solutions.
  • Familiarity with industry -standard business process mapping and reengineering practices.
  • Ability to independently perform a variety of complex tasks and apply a wide degree of creativity and latitude in planning and accomplishing goals.

Nice To Haves

  • Three (3) or more years of experience working in an Agile environment, with preference given to SAFe (Scaled Agile Framework).
  • Three (3) or more years of experience and knowledge of Texas HHSC processes, Texas Medicaid, and CHIP systems.
  • Project management experience; Project Management Professional (PMP) certification is a significant plus.

Responsibilities

  • Review, analyze, and evaluate business systems and user needs to support Medicaid IT application modernization and enhancement efforts.
  • Formulate systems and processes to reflect overall business strategies and agency direction.
  • Apply business process reengineering methodologies to identify new applications of technology that improve business effectiveness.
  • Serve as a liaison between the business community and Customer IT Teams, including Architecture, Project Delivery, and Application Sustain.
  • Analyze raw data and support data -driven decision making across Medicaid application initiatives.
  • Gather and document business requirements, translating them into functional specifications for development teams.
  • Prepare solution options, risk identification, and financial analyses such as cost/benefit, return on investment, and build/buy evaluations.
  • Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
  • Provide project and product oversight of Medicaid IT -Contracted Systems efforts, integrated projects, and dependent support activities.
  • Assist in creating and maintaining documentation to support consistent implementation of integrated solutions across MES vendors.
