Under the general supervision of the Department Director as assigned, the Senior Business Analyst will analyze business processes relative to available and new functionality within supported applications. Provide options to create efficiencies through supported applications. Provide technical and application support including, but not limited to the assessment of technical capabilities and usage relative to technical capabilities. Query MHS databases or coordinate all queries on AS400 or AS400-like databases. Manage issues associated with technical interfaces within Supported applications to ensure resolution in a timely and accurate way. Assist the Business Unit with the identification of appropriate business solutions to problems including root cause analysis and analysis of alternative options and organizational impact. The Senior Business Analyst is responsible for the development and execution of test plans for system upgrades and new functionality. The Senior Business Analyst provides guidance to Business Analysts and Business Units on components of supported applications impacting their business processes. The Senior Business Analyst may be responsible to deliver or coordinate training for Business Units. Develops processing guidelines and standards for the department. Maintains accurate department records and documentation. Supports corporate goals by ensuring that activities and outcomes are in compliance with partner, client and government contracts and internal strategies. Set-up, configure, execute and / or coordinate processes in production, development, testing, and training environments. Reviews support documentation for completeness and accuracy. Able to work in a constant state of alertness and a safe manner Ensure successful project conclusions by meeting department and corporate objectives. Performs analysis of processes, procedures and practices, in department or assigned area, and identifies and makes recommendations for improvement. Develops and implements business solutions to meet customer needs and requirements, including project design, success measurement, testing, auditing and documentation. Identifies alternative solutions and resulting outcomes when needed. Independently manages the completion of assigned tasks ensuring priorities and timelines are met - Typically, manages 4 - 5 projects, affecting multiple departments, with significant departmental cost and impact. Serves as Operations liaison with Information Services and management to modify and design procedures and reports. Supports system conversions and upgrades, contributes to the development of implementation plans, deployment and migration documents and provides support to facilitate system implementations. Provides technical support for EDI related functions or other specific systems/functions within the business unit. Document and track metrics to assist the department in tuning batch jobs for optimum performance Coordinate “dry run/dress rehearsal” of production deployment in testing environment Review and QA of system fixes, patches and updates to ensure current fix level is maintained Maintain system operations reference manuals and documentation for all supported systems Participates in internal and external audits, reviews and inspections Understands the chain of command and points of accountability and decisions for specific matters and communicates accordingly. Decisions are consistent with established program and management policies, procedures, protocols and goals. Develops test plans, quality assurance and audit procedures for new systems or system enhancements. Ensures deadlines for review and reporting responsibilities are met. Anticipates and keeps project staff, stakeholders and management staff informed of future or planned events which could impact on implementations.
