About The Position

The City of Astoria is seeking a Senior Building Facilities Technician to oversee the maintenance, repair, and improvement of Public Works and other City facilities. This role involves planning and performing building and equipment maintenance, supervising contractors, and managing preventative maintenance and improvement projects. The position requires hands-on work with mechanical, electrical, plumbing, and HVAC systems, as well as general construction and repair tasks. The ideal candidate is experienced in facility operations, skilled in troubleshooting and maintaining equipment and can work both independently and collaboratively to ensure public facilities are safe, efficient, and well-maintained.

Requirements

  • High school diploma or general education degree (GED);
  • Five (5) years of progressively responsible experience in building maintenance or construction;
  • Valid driver's license and safe driving record;
  • Ability to pass a background check including checks of Criminal, Social Security Trace, Sex Offender Registry and Motor Vehicle records; and
  • Ability to pass a pre-employment drug screen.
  • A minimum Class B Commercial Driver's License with hazardous materials, tanker, and air brakes endorsement (training provided)
  • Residency within 30 minutes of City Limits.
  • CPR and First Aid (training provided)
  • Flagging (training provided)
  • Must be able to use a respirator as determined by a professional licensed health care professional (PLHCP) while performing various work tasks.
  • Understanding of principles, methods, materials, and practices used in the procurement, construction, renovation, maintenance and repair of Public Works facilities.
  • Some knowledge of electronic, electrical and mechanical equipment to include pumps and valves.
  • HVAC repair and maintenance.
  • Concrete repair and construction.
  • Knowledge of Oregon Plumbing Specialty Code, National Electric Code, and NFPA Fire Code.
  • Follow oral and written instructions and keep accurate records
  • Prioritize and organize assigned work tasks.
  • Use basic computer software to include MS Office, web browsers, and asset management software.
  • Analyze mechanical and electrical equipment problems and take corrective action.
  • Work independently and as a member of a team.
  • Lead a team to accomplish building maintenance and construction activities.
  • Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Precisely disassemble, repair, and reassemble a wide variety of utility pumps, motors and controllers, and other equipment and machinery.
  • Use hand tools, power tools, and testing equipment.
  • Operate light and heavy motorized construction equipment.

Nice To Haves

  • Class A CDL.
  • Level I Water Treatment or Water Distribution certification from Oregon Health Authority.
  • Building Maintenance Electrician (BME) license.

Responsibilities

  • Evaluates Public Works facilities to determine necessity of maintenance and repairs.
  • Installs, inspects, tests and repairs pumps, valves, telemetry and control systems, chlorinators, and related electrical and plumbing systems.
  • Plans, prioritizes, assigns, supervises, reviews, and participates in facilities maintenance, including performing complex technical work requiring knowledge of building and equipment maintenance, including construction and repairing of facilities, equipment, and systems.
  • Plans, organizes, manages and budgets for capital improvement projects for Public Works.
  • Disassembles and reassembles a variety of equipment and devices to determine wear and proper functioning.
  • Cuts and installs pipes and plumbing fixtures and may assist in the installation and/or repair of water, sewer lines, water meters and hydrants.
  • Designs, plans and implements schedule of needed regular preventative maintenance needs for facilities including wall repairs, floor repair or replacement, construction of new and existing equipment, and window replacement or repair.
  • Cleans and lubricates motors and other machinery.
  • Operates light and heavy motorized construction equipment and uses hand and power tools.
  • Prepares purchase requests and drafts specifications on needed equipment, repair and replacement parts.
  • Monitors and oversees the work of external contractors.
  • Designs and fabricates structures and equipment for public works operations.
  • Tracks all material and tool expenses.
  • Prepares yearly facilities maintenance budget and obtains cost estimates for facility capital improvements.
  • May perform the routine duties of water source operator and water technician in their absence or as needed.
  • May occasionally assist utility crews in the construction, maintenance and repair of facilities, streets, water and sewer projects.
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from the supervisor.
  • Follows all safety rules and procedures established for various work areas.
  • Follows policies, procedures, and guidelines as described in the City of Astoria Personnel Manual and other documentation related to this position.
