About The Position

Under the direction of the Budget Officer, assists with the preparation and implementation of the annual operating budget and development of multi-year financial plans. Monitors budgetary appropriations and produces budget and other related reports. Performs analysis of operating budget issues and proposes solutions. Maintains an in-depth knowledge of City departments and fosters relationships with said departments. Performs other related duties as assigned.

Requirements

  • Bachelor's degree in Public or Business Administration required.
  • Texas driver's license required.
  • Four years of recent, relevant experience preferred in formal budgetary operations and/or general or functional city management.
  • Must possess skills to effectively communicate and coordinate with others.
  • Must be skilled in public speaking and written communications.
  • Must be able to work independently in the absence of supervision and work well within a team environment.
  • Must be adaptable to changing and sometimes stressful situations.
  • Must have integrity and high standards of ethical conduct.
  • Must be able to mentally focus throughout all assigned functions

Nice To Haves

  • Prefer candidates to be enrolled and in the process of acquiring a Master's degree in Public Administration, Public Affairs or Public Policy or a related field upon employment.
  • Knowledge of principles and practices of creating, analyzing and maintaining operational budgets and the state legislative process preferred.
  • Must be familiar with computer operations such as Microsoft Office products and other related applications preferred.
  • Heavy experience in Excel is especially preferred.
  • Experience with Tyler/Munis ERP and Budget module preferred.

Responsibilities

  • Assists in the preparation of the City's operating budget.
  • Integrates accounting and other financial information with budget decision(s). This includes analysis of revenues and expenditures, as well as projection of future patterns.
  • Analyzes and provides recommendations on complex issues relating to the operating budget.
  • Supports management by analyzing department operations for efficiency and productivity and by developing recommendations for management.
  • Prepares written memoranda related to analysis efforts.
  • Prepares and analyzes monthly operating budget reports.
  • Assists in preparation of the annual budget calendar by coordinating department and CMO schedules, complying with applicable laws requiring special notification and time requirements.
  • Provides training on the automated budget system for user departments (Tyler/Munis ERP and Central Budget Entry)
  • Completes research, surveys and other special projects, as directed by executives within the City Manager's Office
  • Effectively addresses resident concerns/issues as assigned, by creating and coordinating formal written responses with other departments.
  • Assists City Manager's staff in preparation and coordination of various reports and provides support in development of short- and long-term operating plans, as requested.
  • Effectively organizes and prioritizes multiple assignments and projects.
  • Creates and presents both formal and informal presentations to staff members, officials, and the general public.
  • Represents the City in various professional and civic organizations, as requested.
  • Visits other city work sites and other cities as needed for meetings, research.
