About The Position

SAIC is hiring a Senior Budget Analyst to support our Aberdeen Proving Ground, MD based Government customer, by providing resource analysis, budget execution, and financial management. Job Responsibilities: Develop and maintain customer databases Coordinate program financial issues, tasks, and requests for senior leader decision and information briefings Record program commitments, obligations, and expenditures in accordance with DoD benchmarks and provide quarterly reports Participate in budget queries and prepare financial status reports for the QRC team Perform Program/Customer budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets Monitor and report the status of approved, deferred, and released funds Maintain cognizance of various performance graphs for senior leadership on the QRC team Follow the planning, programming, budget, execution (PPBE) process and guidance

Requirements

  • Bachelor’s degree in business administration, finance, or accounting and ten (10) years of related experience; four (4) years of experience considered in lieu of degree
  • Must have an active Secret clearance with the ability to obtain a TS/SCI
  • Knowledge of commonly used Government budgetary methods, practices, procedures, regulations, policies, and processes
  • Ability to support budget execution tasks such as obligations, expenditures, and funding authorizations and participate in budget execution reviews
  • Experience working with reports and financial transactions in GFEBS
  • Experience with the MIPR process and the processing of Interagency Funding Agreements
  • Provide reports and recommendations based on current and forecasted execution rates
  • Excellent written and oral communication skills including the ability to effectively communicate with non-financial personnel
  • Advanced skills with MS Office tools particularly MS Excel; ability to develop and maintain dashboards to track financial performance metrics
  • Strong understanding of Army appropriations and fund types
