About The Position

The Senior Associate General Counsel provides in-house legal support to the General Counsel, Executive Director, and all MSBA departments on a wide range of legal matters, including statutory and regulatory compliance, procurement, contracts, design and construction, and public/administrative law. This role works closely with the General Counsel to manage legal matters involving the MSBA’s operations and oversees key functions within the legal department.

Requirements

  • Juris Doctor (J.D.) from an accredited law school.
  • Member in good standing of the Massachusetts Bar.
  • Minimum of six (6) years of related legal experience.
  • Strong legal research and writing skills, with the ability to present complex information clearly.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Demonstrated ability to manage multiple priorities and work collaboratively with senior leadership.
  • Ability to exercise sound judgment, maintain confidentiality, and work independently.

Nice To Haves

  • Prior supervisory or leadership experience.
  • Experience with Massachusetts regulatory law, municipal law, and/or public authorities, particularly regarding procurement and contracts.
  • Knowledge of Massachusetts laws, including M.G.L. Chapters 7C, 30, 30B, 149, and 149A.

Responsibilities

  • Provide legal advice on matters including contracts, employment, public construction, procurement, municipal law, administrative law, education law, ethics law, open meeting law, and public records law.
  • Lead key functions of the Legal Department, including work related to public meetings, MSBA regulations, procurements, and contracts.
  • Draft, negotiate, and administer agreements with districts, vendors, consultants, and contractors; maintain and update MSBA standard contracts and templates.
  • Review municipal procurement documentation to ensure compliance with MSBA policy and relevant laws.
  • Prepare funding agreements, certifications, and other documents required to support MSBA grant programs.
  • Conduct legal research; prepare legal opinions, memoranda, reports, and correspondence.
  • Represent the MSBA in meetings with districts, municipalities, owner’s project managers, design professionals, and other stakeholders.
  • Attend meetings of the MSBA Board of Directors, Designer Selection Panel, and Owner’s Project Management Approval Panel.
  • Ensure implementation of MSBA policies, regulatory requirements, and internal procedures.
  • Perform additional legal duties as assigned.
