About The Position
The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Product Delivery Section. Req. 215059 Interested in furthering your career in Software Application Development by supervising development activities in an IT Product Delivery team that works with a broad range of industries? The Office of Technology Services (OTS), Product Delivery Section is looking for energetic, experienced team members to add to the Engineering Application Development team. The Software Engineering team works with partner agencies and OTS resources to analyze, design, architect, develop, implement and support IT systems modernization and process engineering. The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for Application Development within the Engineering section within the Product Delivery division. The incumbent is responsible for the development of new and existing applications using tools and processes according to the standards developed by OTS. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Requirements
- Five years of experience in information technology; OR
- Six years of full-time work experience in any field plus three years of experience in information technology; OR
- An associate's degree in information technology plus three years of experience in information technology; OR
- A bachelor's degree plus three years of experience in information technology; OR
- A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
- A master's degree plus two years of experience in information technology.
Responsibilities
- Leads the design, coding, compilation, testing, debugging, and documentation of new or existing applications within accepted standards, procedures and guidelines.
- Influences and guides the implementation of the State's software delivery strategy, providing guidance and review of designs to ensure methodology, best practices and standards are followed and to ensure overall quality of solutions.
- Identifies, researches and resolves programming, data, or system software problems, frequently on an individual basis in consultation with other employees and/or users.
- Explains program and system modifications to product owners and developers.
- Oversees the evaluation of feature and change requests to determine specific tasks and effects on existing programs and systems. Explains program and system modifications to product owners and developers.
- Contributes technical guidance and expertise for software modernization initiatives.
- Adopts and enables technology standards, researches and remains informed of new technologies and development tools in line with the OTS Technology Stack.
- Provides leadership, advice, training and mentorship to team members and other staff on current best practices around software development and delivery.
- Performs all other tasks, special projects, analysis, studies, and plans as directed.
